In accordance with Units 1 and 2 Technical Specifications, Section 6.9.1.8, the FNP Semiannual Radioactive Efiluent Release Report for July 1,1993 through December 31,1993 is hereby submitted.

As a result of developing a new calculational methodology, a deficiency was identified in the development of Joint Frequency Tables since 1989. The calculational deficiency resulted in too many hours being classified as " variable" (indetenninant as to wind speed and direction). This deficiency has been corrected Ihr this report. Since the error did not impact the release of effluent calculations that occurred during this time and since the Joint Frequency Tables are no longer required to be submitted (based on a recent Tecimical Specification amendment), Southern Nuclear does not intend to revise the Joint Frequency Tables subiaitted since 1989. The Joint Frequency Tables submitted for 1993 are for infonnation only.

CHAPTER 1 INTRODUCTION This semiannual radioactive release report, for the period July 1 through December 31, 1993, is submitted in accordance with Appendix A of License No.'s NPF-2 and NPF-8. Appendix A will hereinafter be referred to as the Technical' Specifications or TS.

A single submittal is made for both units which combines those sections that are common. Separate tables of releases and release totals are included where separate processing systems exist.

This report includes an annual summary of hourly meteorological data collected over the past year and an assessment of the radiation doses due to the radioactive liquid and gaseous effluents released from the Farley Nuclear Plant site over the same period. Additionally Section 2.13 with associated dose contributions to sectors comprises an assessment of radiation doses to the likely most exposed member of the public from reactor releases' and other nearby uranium fuel cycle sources (including doses from primary effluent pathways and direct radiation). All assessments'of radiation doses are performed in accordance with the OFFSITE DOSE CALCULATION MANUAL (ODCM).

CHAPTER 2 SUPPLEMENTAL INFORMATION FOR EFFLUENT AND HASTE DISPOSAL 2.1 REGULATORY LIMITS 2.1.1 Fission And Activation Gases

1) The dose rate from the site at any time due to noble gases shall be less than or equal to 500 mrem /yr to the total body and 3000 mrem /yr to the skin.
2) The air dose from each reactor unit from the site during any calendar quarter due to noble gases shall be less than or equal to 5 mrad for gamma' radiation and 10 mrad for beta radiation.
3) The air dose from each reactor unit from the site during any calendar year due to noble gases shall be less than or equal to ,

10 mrad for gamma radiation and 20 mrad for beta radiation.

2.1.2 Iodines And Particulates

1) The dose rate from the site at any time due to iodines, particulates and radionuclides with half-lives greater than 8 days shall be less than or equal to 1500 mrem /yr to any organ.
2) The dose from each reactor unit from the site during any calendar quarter due to iodines, particulates and radionuclides with half-lives greater than 8 days shall be less than or equal to 7.5 mrem _to any organ.
3) The dose from each'r'eactor unitLfrom the site _'dur'ing any calendar year _ due to iodines, particulates and radionuclides with half-lives greater than 8 days shall be less than or equal to 15 mrem to any organ.-

SUPPLEMENTAL INFORMATION FOR EFF%UENT AND WASTE DISPOSAL' REGULATORY LIMITS 2.1.3 Liquid Effluents

1) The concentration of radioactive materials released in liquid effluents to unrestricted areas from all. reactors at the site shall not exceed at any time the values specified in 10CFR Part 20, Appendix B, Table II, Column 2. The concentration of dissolved or entrained noble gases, released in liquid effluents to unrestricted areas from all reactors at the site, shall not exceed at any time 2E-4 uCi/ml in water.
2) The dose or dose commitment due to liquid effluents released from each . reactor unit from the site during any calendar quarter shall be less than or equal to 1.5 mrem to the total body and 5 mrem to any organ.
3) The dose or dose commitment due to liquid effluents released

'from each reactor unit from the site during any calendar year shall be less than or equal to 3 mrem to the total body and 10 mrem to any organ.

l 2.2 MAXIMUM PERPISSIBLE CONCENTRATIONS  ;

a) Airborne -

The maximum permissible concentration of f radioactive materials in gaseous effluents is limited by the l dose rate restrictions of 10 CFR 20. In this case, the maximum l permissible concentrations are actually determined by the dose l factors in the ODCH.

b) Liquids - 10 CFR Part 20, Appendix B, Table II, Column 2.

Note: The MFC chosen is the most conservative value of either the soluble or insoluble MFC for each isotope.

2.3 AVERAGE ENERGY I Not applicable for Farley's TS.

2.4 MEASUREMENTS AND APPROXIMATIONS OF-TOTAL ACTIVITY The following discussion details the methods' used to measure and approximate total activity for the following

a. Fission and Activation Gases
b. Iodines and Particulates
c. Liquid Effluents 2-2

SUPPLEMENTAL INFORMATION FOR EFFLUENT AND WASTE DISPOSRL MEASUREMENTS AND APPROXIMATIONS OF TO' % ACTIVITY Tables 5 and 6 give sampling frequencies and minimum detectable concentration requirements for the analysis of gaseous and liquid effluent streams, respectively.

Values in the attached tables given as zero do not mean that the nuclides were not present. A zero indicates that the nuclide was not detected at levels greater than the sensitivity requirements shown in Tables 5 and 6. For some nuclides, lower detection limits than required may be readily achievable; when a nuclide is measured below its stated limit, it is reported.

2.4.1 Fission And Activation Gases The following noble gases are considered in evaluating gaseous airborne discharge:

Kr-87 Xe-133 Kr-88 Xe-135 Xe-133m Xe-138 Periodic grab samples from plant effluent streams are analyzed by a computerized pulse height analyzer system utilizing high' resolution germanium detectors. (See Table 5 for sampling and analytical requirements). Isotopic values thus obtained are l used for release rate calculations as specified in the ODCM.

Only those nuclides that are detected are used in this computation. During the period between grab samples, the amount of radioactivity released is based on the effluent i monitor readings.

The monitor meter response (cpm /uCi/ml) and the background (cpm) are used to adjust the activity released for variations j in monitor readings, as described in the ODCM. )

To ensure isotopic distributions do not change significantly l during major operational occurrences, the frequency of grab sampling is increased to satisfy the requirements of. footnotes (b) and (d) of TS Table 4.11-2, " Radioactive Gaseous Waste Sampling and Analysis Program".

I 2.4.2 Iodines And Particulates j The radiciodines and radioactive materials in particulate forms to be considered are:

The MDC's will vary and are not required to meet the MDC limits of those isotopes listed specifically.

  • Tritium is considered in the gaseous or water vapor form.

Continuous Releases: Continuous sampling is performed on the continuous release points (i.e. the Plant Vent Stack, Containment Purge and the Turbine Building Vent). Particulate material is collected by filtration. Periodically these filters are removed and analyzed on the pulse height analyzer to identify and quantify radioactive materials collected on the filters. Particulate filters are then analyzed for gross alpha and strontium as required. Gross alpha determinations are made using a 2 pi gas flow proportional counter. Sr-89 and 90 values are obtained by chemical separation and subsequent analysis using 2 pi gas flow proportional counters.

Batch Releases: The processing of batch type releases (from Containment or Naste Gas Decay Tanks) is analogous to continuous releases, except that the release is not commenced until samples have been obtained and analyzed.

1 2.4.3 Liquid Effluents The radionuclides listed.below are considered when evaluating i liquid effluents: j Mn-54 I-131 Fe-59 Cs-134 Co-58 Cs-137 Co-60 Ce-141 Zn-65 Co-144 Sr-89 Mo-99 Sr-90 Fe-55 H-3 Batch Releases: Representative pre-release grab samples -are obtained and analyzed per Table 6. Isotopic analyses are performed using the computerized pulse height analysis system 2-4

Aliquots of each pre-release sample proportional to the waste volume released are composited in accordance. with requirements in Table 6. Strontium determinations are made by performing a chemical separation and counting the isotope thus separated using a 2 pi gas flow proportional counter. Gross beta and gross alpha determinations are made using 2 pi gas flow proportional counters. Tritium and Iron 55 determinations are made using liquid scintillation techniques. Dissolved gases are determined employing grab sampling techniques and then counting on the pulse height analyzer.

Continuous Releases: Continuous releases (from the Steam Generator Blowdown) are analogous to that of the batch releases except that they are analyzed on a weekly composite basis per Table 6.

ANNUAL RADIATION DOSE ASSESSMENT (1993)

Maximum Real Exposure The maximum real exposure is an assessment of radiation doses to the l likely most exposed member of the public from reactor releases and j other nearby uranium fuel cycle sources including doses from all j primary effluent pathways and direct radiation (liquid pathways are limited to the Chattahoochee River ) for the previous 12 consecutive months in conformance with 40 CFR 190.

A tabulation of doses to sixteen 22.5 degree sectors around the plant calculated at the site boundary provides the quarterly and yearly dose for each sector. The dose or dose commitment to any member of the public due ta releases of radioactivity and radiation from uranium fuel cycle sources are limited to less than or equal to 25 mrem to the total body or an organ (except the thyroid which is limited to less than or equal to 75 mrem) over 4 consecutive quarters. This technical specification is provided to meet the dose limitations of 40 CFR 190.

Since the Farley Nuclear Plant is the only uranium fuel cycle source l within a radius of 50 miles, the dose to any member of the public will be less than the dose in the highest sector. The tabulation below includes the quarterly and yearly doses from the highest sector for each of the following:

1. Gaseous iodine / particulate
2. Noble gases l
3. Direct Radiation (Direct radiation data are actual field measurements made by thermoluminescent dosimetry as opposed to l calculated data based on effluents. It should be noted that the I direct radiation values reported herein include background (

b. A composite sample is one in which the quantity of liquid sampled is proportional to the quantity of liquid waste discharged and in which the method of sampling employed results in a specimen which is representative of the liquids released.

l c. A batch release is the discharge of liquid wastes of a discrete volume. Prior to sampling for analyses, each batch shall be isolated, and then thoroughly mixed, by a method described in the ODCM, to assure representative sampling.

DISCUSSION:

Revision 10 of the FNP Process Control Program (PCP) has been prepared to incorporate the changes related to the new 10 CFR 20. The base document used to draft this revision of the PCP was the version developed in response to NRC Generic Letter 89-01, which was identified as Revision 9. Changes related to the new 10 CFR 20~ involved modifying the definitions of " member of the public" and " unrestricted area." Additional .

changes have been made pertaining to reporting major changes to solid radwaste treatment systems to the NRC; these changes are in accordance with applicable regulatory guidance referred to in the specific descriptions of changes.

The purpose of this Descriptions of Changes document is to guide reviewers through the changes from Revision 9 to Revision 10. Only the title page, the list of effective pages, and Appendix C have been changed in Revision 10. Therefore, only these portions of the PCP .

are included in the Descriptions of Changes document. Each change to Revision 9 is shown as a hand marked change, with inserts used as appropriate. Change bars are placed in the e right margin of the page to further identify each change. To facilitate review of the revised C

PCP, each change and the justification for the particular change are presented on the page facing the page on which a change has been made.

By letter dated May 10,1993, FNP proposed to the NRC a technical specification change which would change the frequency of reporting plant radioactive effluent releases and solid radwaste shipments from semiannual to annual. Therefore, each reference to this report has been changed in Revision 10 to " Annual Radioactive Effluent Release Report." Since this is a comprehensive change, no description is presented for each specific change involving this report.

Background

On May 21,1991, the Nuclear Regulatory Conurdssion (NRC) noticed in the Federal Register (56 FR 23360) changes to their regulations regarding radiation protection. One of the regulations affected was 10 CFR 20. Accordingly, Southern Nuclear Operating Company (SNC) prepared proposed changes to the Farley Unit I and Unit 2 Technical Specifications in Reference 1, as supplemented in References 2,3, and 4, which incorporated the requirements of the new 10 CFR 20. This safety evaluation supports changes to the Process Control Program (PCP) contained in Revision 10 associated with implementation of the new 10 CFR 20. In addition, proposed changes were submitted in Reference 5 to extend the frequency of reporting solid radioactive waste shipments from semiannual to annual. Therefore, all references to the Semiannual Radioactive Effluent Release Report that are made in the PCP, are being changed to the Annual Radioactive Efiluent Release Report as part of the PCP Revision 10 changes. Other changes are being made to the PCP as described and justified in the attached Descriptions of Changes document which are c'onsistent with applicable regulatory requirements regarding radiation protection.

v SNC also prepared proposed changes to the Farley Unit I and Unit 2 Technical Specifications in References 6 and 7 in response to Generic Letter 89-01, which relocate the Radiological Efiluent Technical Specifications (RETS) pertaining to the processing and packaging of solid radioactive wastes to the PCP, and allow subsequent changes to the PCP to be made in accordance with 10 CFR 50.59.

Therefore, the conclusion of this safety evaluation is contingent on NRC approval of the proposed technical specification changes regarding RETS and the Semiannual Radioactive Efiluent Release Report. However, the conclusion of this safety evaluation is not contingent on NRC approval of the proposed technical specification changes for the new 10 CFR 20. Although changes are generally being made to the PCP to reflect the new 10 CFR 20, these changes are not specifically related to the changes being made to the technical specifications to reflect the new 10 CFR 20. Consequently, their incorporation into the PCP is not contingent on NRC approval of the proposed technical specifications for the new 10 CFR 20.

Evaluation The proposed changes to the PCP in Revision 10 contain the procedural details to support the technical specification changes (References 1, 2, 3, and 4) which are necessary to implement the new 10 CFR 20. The level of radiological control will not be reduced by the proposed changes to the PCP since compliance with applicable regulatory O requirements governing solid radioactive waste, including 10 CFR Parts 20,61, and 71, V will continue to be maintained. These changes will not reduce the ability to maintain the overall conformance of the solidified waste product to existing requirements of Federal, State, or other applicable regulations.

Proposed changes to the technical specifications that are outside the scope of the new 10 CFR 20 have also been submitted (Reference 5) to change the frequency of reporting solid radioactive waste shipments from semiannual to annual in accordance with 10 CFR 50.36a. Therefore, all references to the S:miannual Radioactive Efiluent Release Report that are made in the PCP are being changed to the Annual Radioactive Efiluent ,

Release Report as part ot the PCP Revision 10 changes. This change is administrative in nature and has no impact on the effectiveness of the radiation protection program at Farley.

Other changes are being made to the PCP that are also outside the scope of the new 10 CFR 20, but meet applicable regulatory requirements regarding radiation protection.

The details regarding these changes and theirjustification are provided in the attached Descriptions of Changes document.

1. The probability of occurrence of an accident previously evaluated in the FSAR is not increased. The PCP changes only present the procedural details which implement the programmatic controls for the new 10 CFR 20 that are contained in the technical specifications. The additional changes being made that are beyond the scope of the new 10 CFR 20 are consistent with applicable regulatory requirements regarding radiation protection. Overall performance and operation of the plants systems and components governed by the PCP are unafrected by the proposed changes. Therefore, it can be included that the PCP changes do not increase the probability of occurrence of an accident previously evaluated in the FS AR.
2. The consequences of an accident previously evaluated in the FSAR are not increased because the PCP changes do not alter any of the conditions or assumptions in the FSAR accident analyses. As a result, there is no impact on the performance of any O safety related equipment. Therefore, the radiological consequences previously V evaluated remain bounding.
3. The probability of occurrence of a malfunction of equipment important to safety previously evaluated in the FSAR is not increased because the PCP changes do not affect the design or operation of any of the radwaste system equipment. Additionally, the PCP changes do not impact the design or operation of any plant system or component important to safety.
4. The consequences of a malfunction of equipment important to safety previously evaluated in the FSAR is not increased because the PCP changes do not afrect the design or operation of any plant system or component important to safety and as a result do not impact the radiological consequences presented in the FSAR accident analyses.
5. The possibility of an accident of a different type than any previously evaluated in the FS AR is not created because the PCP changes do not involve any change to the configuration or method of operation of any plant system or component important to safety. Accordingly, no new failure modes have been defined for any plant system or component important to safety nor has any new limiting single failure been identified.  ;

Also, there will be no change in types or increase in the amounts of any packaged solid i radioactive wastes as a result of these changes.

6. The possibility of a malfunction of equipment important to saiiy of a different type than any previously evaluated in the FS AR is not created because as stated previously, plant system or component performance will not be adversely affected. Also, no new accident initiators, failure modes, or single failures have been identified as a result of the PCP changes.
7. The margin of safety as defined in the basis for any technical specification is not reduced because the PCP changes do not involve any actual change in the methodology used in the processing and packaging of solid radioactive wastes. The PCP changes only present the procedural details that support the changes needed to implement the new 10 CFR 20, or are consistent with other applicable regulatory requirements governing radiation protection. The overall effectiveness of the radiation control program at Farley will not be reduced as a result of these changes.

The OPERABILITY of the radwaste solidification system ensures that the system will be available for use whenever solid radwastes require processing and packaging prior to being shipped offsite. This control implements the requirements of 10 CFR Part 50.36a and General Design Criterion 60 of Appendix A to 10 CFR Part 50. The process parameters included in establishing the PROCESS CONTROL PROGRAM may include, but are not limited to waste type, waste pH, waste / liquid / solidification agent / catalyst ratios, waste oil content, waste principal chemical constituents, mixing and curing times.

C.4 MAJOR CHANGES TO SOLID RADI0 ACTIVE WASTE TREATMENT SYSTEMS C.4.1 Licensee initiated major changes to the solid radioactive waste treatment system:

1. Shall be reported to the Nuclear Regulatory Commission in the Annual Radioactive Effluent Release Report for the period in which the change was implemented. The discussion of each change shall contain:
a. A summary of the evaluation that led to the determination that the change could be made in accordance with 10 CFR 50.59;
b. Suffic'ient detailed information to totally support the reason for the change without benefit of additional or supplemental information; (3 ! c. A detailed description of the equipment, components and processes invcived and the interfaces with other plant systems;
d. An evaluation of the change which shows the predicted quantity of solid waste that differs from those previously predicted in the license application and am'endments thereto;
e. An evaluation of the change which shows the expected maximum exposures to MEMBERS OF THE PUBLIC in the UNRESTRICTED AREA and to the general population that differ from those previously estimated in the license application and amendments thereto;
f. A comparison of the predicted releases of radioactive materials in solid waste to the actual releases for the period prior to when the changes are to be made;
g. An estimate of the exposure to plant operating personnel as a result of the change; and
h. Documentation of the fact that the change was reviewed and found acceptable by the PORC.
2. Shall become effective upon review and approval in accordance with Technical Specification 6.5.3.1.

s C.5 REPORTS C.5.1 Annual Radioactive Effluent Release Report

_ C.5.1.1 Solid Radwaste Data The Annual Radioactive Effluent Release Report, submitted in accordance with Technical Specifications 6.9.1.8 and 6.9.1.9, shall include a summary of the quantities of solid radwaste released from the units as outlined in Regulatory Guide 1.21, " Measuring, Evaluating, and Reporting Radioactivity in Solid Wastes and Releases of Radioactive Materials in Liquid and Gaseous Effluents from Light-Water-Cooled Nuclear Power Plants," Revision 1, June 1974, with data summarized on a six-month basis following the format of Appendix B thereof. For each type of solid radwaste shipped offsite during the report period, the Report shall include the following information:

a. Container volume,
b. Total curie quantity (specify whether determined by measurement or estimate),
c. Principal radionuclides (specify whether determined by measurement or estimate),
d. Type of waste (e.g., spent resin, compacted dry waste, evaporator bottoms),
e. Type of container (e.g., LSA, Type A, Type B, large Quantity), and

[) f. Solidification agent (e.g., cement, urea formaldehyde).

C.5.1.2 Major Changes to the Solid Radioactive Waste Treatment System Licensee initiated major changes to the solid ~ radioactive waste treatment system j shall be reported to the Nuclear Regulatory Commission in the Annual Radioactive 1 Effluent Release Report for the period in which the change was implemented. The discussion of each change shall include the information specified above in Section C.4.1.

C.S.2 MONTHLY OPERATING REPORT This PCP establishes no requirements pertaining to the Monthly Operating Report.
