Revision 14 To The Updated FSAR And 10 CFR 50.59 Repori ladies and Gentlemen:

In accordance with the requirements of 10 CFR 50.71(e), Southe n Nue' ear Operating Company (SNC) hereby <ubmits Revision 14 to the FNP, Units I and 2, Updated FSAR. This s..br..ittal contains all the changes necessary to renect infonnation and analyses submitted to the Commission by SNC or prepared by SNC pursuant to Commission requirement from November 5,1995 to June 4, 1997 (i.e., from one day aner the end of the 13th Unit I scheduled refueling o itage to the end of the%

14th Unit I scheduled refueling outage). The Updated FSAR has been revised to include the effccis of the following: all changes made in FNP or procedures as described in the FS AR, all safety evaluations performed by SNC either in support of requested license amendments or in support of conclusions that changes did not involve an unreviewed safcty question, and all analyses of new safety issues performed by or on behalf of SNC at Commission request. As required, rhis submittal is provided on a replacement-page basis, and is accompanied by an effective page list that identifies the current pages of the FSAR following page replacement. Pursuant to 10 CFR 50.4(b)(6), the origmal and 10 copies are being submitted to the Commission's Document Control Desk, a copy is being submitted to the NRC Region 11 office, and a copy is being submitted to the NRC Resident inspector at FNP.

in accordance with the requirements of 10 CFR 50.59(b)(2), SNC hereby submits the 50.59 Report containing a brief description of any changes, tests, or experiments, including a summary of the safety evaluation of each. Puisuant to 10 CFR 50.4(b)(l), the original is being submitted to the Commission's Document Control Desk, a copy is being submitted to the KRC Region 11 ofrice, and a z

copy is being submitted to the NRC Resident inspector at FNP.
