By letter dated November 26,1996, Southern Nuclear Operating Company (SNC) submitted a Westinghouse Owners Group (WOG) technical report, WCAP-14750, for NRC Staff review and

. ' approval. SNC letter dated October 1,1997 responded to the NRC Staffrequest for additioral information, dated July 30,1997 The SNC responses to additional questions outlined in NRC RAI facsimile dated December 4,1998 are provided in the attached documents SAE/FSE-ALA-0597 (Proprietary Class 2C) and SAE/FSE-ALA-0598 (Non-Proprietary Class 3), "Farley Nuclear Plant (Westinghouse Owners Group) Responses to NRC Request for Additional Information Related to WCAP-14750, 'RCS Flow Verification Using Elbow Taps at Westinghouse 3-Loop PWRs.'"

The attachments also include Westinghouse authorization letter CAW-99-1318 and accompanying affidavit, proprietary information notice, and copyright notice. As SAE/FSE-ALA-0597 contains information proprietary to Westinghouse Electric Corporation, it is supported by an affidavit signed by Westinghouse, the owner of the information. 'Ihe affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses the considerations listed in paragraph (b)(4) of 10 CFR Section 2.790. Correspondence with respect to the copyright or proprietary aspects of the items listed above or the supporting Westinghouse affidavit should reference letter CAW-99-1318 and should be addressed to Nicholas J. Liparulo, Manager of Regulatory and Licensing Engineering, Westinghouse Electric C=pny, P. O. Box 355, Pittsburgh, Pennsylvania 15230-0355.
