Specifically, HL&P and Bechtel personnel informed the NRC that NUREC/CR 2913 and Draft ANSI /ANS-58.2 (December 1985) address jet impingement loading from breaks in pipes containing saturated steam and subcooled water (with saturation pressures between 870 and 2460 psia). As noted in NUREC/CR 2913, the jet impingement loads decrease significantly with distance from the break for such two phase flows. This phenomena has been used as the basis for development of screening criteria used on some recent plants.
I We stated that a screening criteria of 10 pipe diameters downstream from the break location has been used on Byron (SSER 6) to limit the review to those jets which could be actual concerns. The screening criteria considered components to be unda= aged by jet loads if they are located more than a distance of 10 diameters of the broken pipe away from the jet source. Components within 10 pipe diameters were assumed to fail.
We stated thac the South Texas Project (STP) intends to utilize the same screening criteria in verifying the previous High Energy Line Break Analysis (HELBA) work and completing the remaining work. Jet load calculations, however, will not be performed with the NUREC/CR 2913 methodology. The jet load calculations will use the methodology committed to in the STP FSAR Section 3.6.2.3.1 which follows the methodology of ANSI /ANS-58.2 (1980) as described in BN-TOP-2 (References 3.6-5 &

- 15. For jet impingement evaluations the following apply for piping:
- a. Components within 10 pipe diameters of the broken pipe downstream of the break are assumed to fail. Specific jet load calculations will be done only in those instances where failure of the components, when combined with the single activa failure, could adversely affect safe shutdown capability.
- b. Components greater than 10 pipe diameters of the broken pipe downstream of the break are considered undamaged by the jet.
Lastly, we stated that within the next two (2) weeks. HIAP would be submittine a letter to the NRC to formally submit on the docket the proposed screening criteria and the annotated FSAR pages.
The NRC indicated that the proposed screening criteria is acceptable. The NRC questioned if the environmental qualification design would be changed in light of the proposed screening cr.iteria? W. Watson stated that the environmental qualification design bases would not be changed and the FSAR Section 3.11 will not be changed as a result of the implementation of the screening criteria. The NRC personnel indicated that this was acceptable and that the HIAP submittal should clearly state thist.
