A. Guidry (BEC) PAGE 1 OF 4 The above participants participated in a conference call on June 30, 1986 regarding the NRC review of the Fire Hazards Analysis Report (FHAR) and safe shutdown . The purpose of the call was to provide responses to comments / questions that the NRC had in a previous conference call (reference ST-HL-HL-35769) . A summary of the questions and responses is as follows:
1 Question (1):
Mr. Goel requested that a copy of the report No. 5A019MFP001 titled, " Post Fire .
Operator Actions and Equipment Protection Requirements" be made available in the Bethesda Licensing Office as soon as possible.
Response: We have provided Mr. Goel with an informational copy of the subject report through the Bethesda Licensing Office..
Question (2):
Mr. Goel questioned if repairs are required to achieve cold shutdown?

Response: Section 4.1, Pg. 4.1-36, Item III.L.5 states that " Repair procedures for systems necessary to achieve and maintain cold shutdown using the " Appendix R Required" single safe shutdown pathway will be. generated as required". To date, there are no requirements for repairs.
Mr. Goel stated that eventually be would need confirmation as to whether or not cepairs are required to achieve cold shutdown since this is one of the areas that he nas to sign-off on. Mr. Goel also stated that if repairs are required, then we need to make sure that the material that is required for any repair is available and dedicated for that purpose.

Mr. Goel questioned if there were any scenarios (other than a control room fire) where you need to use the Auxiliary Shutdown Panel (ASP)?
Response: There are currently no other scenarios, other than a control room fire, where you need to use the ASP. The only instance currently in the FHAR where
- 4. requirement to use the ASP exists is for Fire Area (FA) 1 (reference Section 3.2 of the FHAR).
Question (4):
Mr. Goel questioned if we can achieve cold shutdown within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />?

Response: As stated in Section 4.1 of the FHAR (Page 4.1-33, STP does have the capacity to achieve cold shutdown conditions within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> and maintain cold I shutdown conditions thereafter.
Questions (5):
Mr. Goel questioned if we could identify all high/ low pressure interfaces in the FHAR?
Response: A commitment was made to include the subject information in tabular form in Amendment 4 to the FHAR. Mr. Goel then requested that the table include a remarks column in which one could determine how the high/ low pressure interfaces were resolved. A commitment was made to include the requested information.

Response: The transfer switches in use at STP have alternate fuses.

drawings. In addition it was noted that only control circuits have alternate fuses, ;

Mr. Goel questioned if there are any electrical " interties" between trains such that a failure of a breaker could loose more than one (1) train. He indicated that he was primarily concerned about an

'N' circuit being tied between 'A', 'B' or 'C' circuit or if a spurious actuation could propagate from an 'A' circuit to a 'B' circuit through an 'N' circuit.
Response: There are no " interties" between trains. ,
