1. Each RHR relief valve provides sufficient capacity to relievt the mass addition to the RCS resulting from the rnnimum charging flow associated with one CCP in operation and a concurrent loss of normal letdown flow. Admim<trative controls and two RHR relief valves will be used to provide cold overpressure (COMS) protection during the ASME stroke testing of two admintitratively declared inoperable PORVs. During the performance of the PORV functional test, two RHR trains will be in operation with the auto closure interlock bypassed [or deleted] to provide COMS.
2. With one PORV inoperable, COMS will be provided during the ASME stroke test by the OPERABLE PORV and one RHRS relief valve associated with an operating RHR train which has the auto closure interlock bypassed (or deleted).

The RhR relief valve is designed to relieve system pressure at 600 psig with a marimum overpressure of 10%. The valve serpoint is 600 psig and the design requires that the valve be able to relieve 810 gpm before marimum overpressure is reached. The RHRS Relief Valve is located downstream of the RHR pump. Therefore, the pressure at the inlet of the relief valve will be higher than at the suction of the RHR pump. The pressure balance of the system, including the effects of the static head differences and frictional losses in the piping sptem, is based on the following:

1. During modes 5 and 6, when the PORV AShE stroke test will be performed, the Tech. Specs. require lockout of all HHSI pumps, two LHSI pumps, one CCP, and the PDP. Since ordy one CCP is required to be operational during modes 5 and 6, a transient with significant mass addition can result from the operating CCP and its associated system. This trat.sient is defined as " continued charging with inadvertent isolation of letdown, and the charging valve failing to its full open position." Maximum mass addition during this event is 410 gpm, based c's the ASME Section IH Appendfx G analysis performed by the NSSS designer.
2. The RHRS relief valve is designed and tested to assure that the valve lifts off its seat at the setpoint of 600 psig (+ or - 3%) and relieves 810 gpm before the pressure at the valve inlet reaches the valfe setpoint + 10%

accumulation (660 psig). Based on this evaluation, a pressure of 660 psig at the inlet of the RHRS relief valve equates to a pressure of 589 psig at the Reactor Coolant loops. This COMS prot ction is considered to be adequate because it falls within the limits of the ASME See .i III Appendix G RT,a evaluation for plant heatup and cooldown rates. These F ,a limiu are represented in the Technical Specifications as Figure 3.4 2. From thest. curves, the - ( pressure limit for the Reactor Coolant System is 610 psig (550 psig + 60 psig margin for instrumentation).

These show the pressure limit for the RCS to be 637 psig (577 psig + 60 psig margin for instrumentation). These curves are not currently included in the Technical Speci5 cations. Therefore, two OPERABLE and operating RHR trains or one OPERABLE PORV and i one OPERABLE and operating RHR train w01 provide adequate and redundant overpressure protection. Use of the RHRS relief valve will maintain the RCS pressure below the low temperature endpoint of the Technical Specification limit curves. 4 4 e
