Action statement 15 should be interpreted as a line item in lieu of being specific to the " Total Number of Channels" requirement. As such, when one channel is out-of-service (inoperable) for either testing or any other reason, including a failure in the channel, the action statement applies. Tech Spec 3,0.3 does not apply if only one channel is inoperable which would be less than the " Minimum Operable Channels" of "1/ loop" and action statement 15 does apply. In this case the Minimum Operable Channels requirement is essentially considered to be superfluous and the action statement governs the specifice. tion line item. Tech Spec 3.0.3 would apply only if more than one channel was inoperable.
The NRC noted that other entries in this table also should be treated as line items where the number of Total Channels and Minimum Operable Channels is identical.
That is, the action statement governs.
