92-EX 1992 EMERGENCY RESPONSE GRADED EXERCISE OBJECTIVES 3 2.0 OBJECTIVES The 1992 Emergency Response Graded Exercise will be conducted to demonstrate the ability of the South Texas Project Electric Generating Station (STPEGS), State, County, and local agencies to effectively implement their respective Radiological Emergency Response Plans.

Implementation of these plans must insure the protection of the Public Health and Safety in the event of a major radiological accident. Additionally the exercise will provide training for each Emergency Responso Organization.

Accordingly, the following objectives have been developed:

2.1 STPEGS OBJECTIVES A. ASSESSMENT AND CLASSIFICATION

1) Demonstrate the ability to detect and assess initiating conditions which warrant Emergency Classification.

2) Demonstrate the ability to determine which Emergency Action Levels (EALs) are applicable for the existing plant conditions and properly classify the emergency.
