FIRE IN HPCI MOTOR CONTROL CENTER At 5:17 p.m. (EDT), on August 6,1986, a ffre' and an electric overload alarm were received for a direct current distribution Pressure Coolant Injection (HPCI)System.

, The fire was located in a cubicle containing the power supply breaker and the control circuits for the HPCI minimum flow valve. The plant fire brigade responded and was extinguishing the fire with portable CO, extinguishers when the room C02 system activated.

Personnel were evacuated from the area because of the C0 2

, and the fire brigade reentered the room with self-contained breathing equipment.

At about 6:25 p.m. the smoke and C0 had cleared sufficiently to allow general access to the room. Thelicenseeisinspectingtkepowersupplybreakerandtheeffectedmotorcontrol l

center to determine the extent of the damage and to ascertain the cause of the fire.

The licensee declared an Alert under its emergency plan at 5:25 p.m. The Alert classification was cancelled at 7:25 p.m. Once conditions were stabilized, the licensee, although not required, decided to shut the plant down at 7:25 p.m. It is currently I anticipated that the plant will remain shut down for at least four days while the llicenseeinvestigatesthecauseofthefireandmakesrepairstodamagedequipment.

At the time of the fire the Senior Resident Inspector was in the Control Room and responded with the fire brigade to observe its actions. Two other NRC inspectors, part of the team observing startup activities, were also on site and monitored the licensee's response to the fire. The inspectors determined that licensee personnel responded well to

, the incident and that conservative actions were taken. The inspectors will continue to monitor the licensee's investigation of the fire and subsequent recovery activites.

PRELIMIRARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-III-86-77 Date August 7, 1986 Th:re were no automatic actuations of safety equipment and no releases of radioactivity associated with the incident.

At ths time of the event the HPCI system was not required to be operable, because of existing plant conditions. The HPCI system was undergoing startup testing, and the minimum flow valve had been cycled several times and was being cycled at the time the-fire was discovered in the control circuitry for the valve.

Th3 licensee notified area news media of the fire.

Th2 State of Michigan was notified of the conditions associated with the Alert designation.

The licensee notified the Headquarters Duty Officer of the Alert at approximately 6 p.m.
