- SAFEGUARDS AND QUALITY ASSURANCE On Wednesday, April 7,1999, at the NRC headquarters in Rockville, Maryland, the staff met with Yankee personnel to discuss the subject topics. A portion of the meeting concerned proprietary safeguards information and, therefore, was closed to public observation. See Enclosure 1 for a list of attendees. The licensee requested this meeting to describe its proposed changes to the Safeguards Plan and to the Decommissioning Quality Assurance Program (DOAP). See Enclosure 2 for a set of the licensee's slides. As noted in the slides and in the . licensee's presentation, the licensee's motivation for these changes is the diminution of risk at the plant due to the over 7 years of radioactive decay time since permanent shutdown.

The licensee proposed to move quality assurance requirements and review and audit functions from the technical specifications (TS) to the DOAP and to revise TS management functions. ,

These TS change requests were submitted to the NRC in two YAEC applications, both dated March 17,1999 (see NUDOCS accession numbers 9903250048 and 9903250069). At the ,
