SUtHARY OF MEETING ON MAY 19, 1988 TO DISCUSS THE PLAN FOR RESTART On May 19, 1988 members of the NRC staff met with representatives of the PhiladelphiaElectricCompany(licensee)inRockville, Maryland. The meeting was held to discuss the licensee's Plan for Restart as revised on April 8, 1988 for the Peach Bottom Atomic Power Station (PBAPS). The Plan for Restart addresses the corractive actions in response to the NRC's order of March 31, 1987 concerning licensed operator inattentiveness to duties. A list of attendees is provided as Enclosure 1 and the slides used in the licensee's presentation, including the agenda, are provided in Enclosure 2.

The purpose of the meeting was to discuss issues with the licensee and thereby enable the staff to finalize its detailed request for additional information.

The request for information was issued to the licensee on June 1,1988. The principal topics discussed during the meeting are addressed in general by the slides in Enclosure 2. With respect to the current and expected levels of operator staffing resources the licensee made the following points:

The Technical Specifications require 3 licensed reactor operators (RO) per shift for the 2 units. PECo expects to have the 18 R0's to meet this requirement for the six shifts at startup even when considering the potential upgrade of 2 of the present group of 20 R0's to SRO's in July l 1988.

l Two SRO's (Shift Supervisor and Shift Manager) are required per shift for the 2 units. PECo expects to have the 6 Shift Managers plus 12 SRO's for the six shifts at startup. This will provide one more SRO than required by the TS.

A class of 7 RO candidates are scheduled for examination in July 1988.

! Since the shutdown of the unit 40 new operator trainees have been added to the station staff which include a group of 15 hired in mid-1987 and 25 hired in 1988.

The goal is to reach a total staffing level of RO's and SR0's of 81 to meet shift staffing requirements and to create a reserve of licensed personnel to meet other needs as discussed in the Plan for Restart. PECo acknowledged that it would take several years to reach this goal.

Other. issues discussed included a surinary of training, the organizational survey, personnel policies, performance evaluations, procedure revisions, the Nuclear Quality Assurance organization including the Independent Safety Engineering Group corrposition and function, the Nuclear Review Board and the control of overtime with respect to the criteria most recently proposed in the licensee's revised Technical Specification amendment application.

The meeting was concluded with the staff indicating that the request for information on the Plan for Restart would be finalized and issued soon; this was done on June 1, 1988.
