SUMMARY

OF MEETINGS WITH PHILADELPHIA ELECTRIC COMPANY CONCERNING IGSCC CRACKING AT UNIT 3 Introduction On October 31, 1985, the NRC staff met with representatives from the Philadelphia Electric Company (the licensee) in Bethesda, Maryland to discuss three areas of concern pertaining to the detection of intergranular stress corrosion cracking (IGSCC) on recirculation and residual heat removal (RHR) systems piping.

A list of the meeting participants for this meeting is included as Enclosure 1.

Discussion The October 31, 1985 meeting was requested by the licensee to present its findings to date concerning the discovery of cracks in 316-L safe ends at Unit 3 as discussed in a meeting with the NRC staff on October 1, 1985 (see MEETING

dated October 9, 1985). A summary of the licensee's presentation is included as Enclosure 2. The NRC staff spent some time discussing with the licensee the findings of the metallographic examinations of the core sample taken from one of the safe end to pipe welds in question. Results of the core sample evaluation indicate according to the licensee that no intergranular stress corrosion cracking (IGSCC) was found in the entire core sample. There was clearly no cracking in the 316-L safe end. The licensee and General Electric Company believe that vertical weld geometry caused the original false UT indications at the root weld. This unique root geometry as well as the presence of small weld defects most likely resulted in the false determination of cracks being detected in the 316-L low carbon safe ends. The licensee indicated that this information and their supporting conclusions would be put on the Peach Bottom docket. In addition, the generic concerns pertaining to the cause of the false indications and more effective evaluation techniques will be presented to other affected BWR owners in a meeting to be held on November 14, 1985 (as part of an internal BWR Owner's Group meeting). The staff is reviewing the information presented during this meeting and final review will await the formal submittal of this information by the licensee.

The licensee also presented more information on its plans for the cracked N-2 nozzle to safe end welds (recirculation inlet safe ends). The licensee's proposal to continue operation for one cycle without repair of these N-2 safe ends was first presented in a meeting on September 5, 1985 (see MEETING

SUMMARY

dated October 3, 1985). The licensee followed this presentation with formal submittals dated October 11, 1985 and November 15, 1985. The licensee and General Electric as a result of a conference call with the staff presented more information on the following issues: the ability to detect and size flaws in safe end/ thermal sleeve region, structural margins, crar.k initiation time, benefits of improved water chemistry, and comparison of Peach Bottom with Duane Arnold case. After a lengthy discussion the NRC staff indicated that it would review this additional information on the N-2 safe ends and the staff and the licensee would reconvene by telecon the week of November 4, 1985 as a follow-up on this meeting. (By letter dated November 27, 1985, the licensee proposed additional surveillance measures by cycle 7 operation applicable to N-2 safe ends).

Finally, the licensee indicated that it wanted to inform the staff of two additional cracked welds which were being considered for operation as is due to difficulties in the repair (i.e., location and unique configuration). The staff indicated that this information should be formally presented for staff review and approval as soon as possible in order that a December start-up would not be delayed. (Refer to submittal dates November 15, 1985).
