OF MEETING WITH PHILADELPHIA ELECTRIC COMPANY CONCERNING SHROUD HEAD BOLT CRACKS AND RHR WEAR RING CRACKS

Introduction:

On December 19, 1985, the NRC staff met with representatives from the Philadelphia Electric Company (the licensee or PECo) in Bethesda, Maryland to discuss the recent detection of intergranular stress corrosion cracking j (IGSCC) on shroud head bolts and residual heat removal (RHR) wear rings.

. A list of the meeting participants for this meeting is included as Enclosure 1.

Discussion:

The NRC staff requested that the licensee present its recent findinas i

concerningtheIGSCCcracksonthesteamseparatorholddownbolts(shroud i head bolts) and the wear ring cracks on the RHR pumps. This meeting followed several telephone conference calls between the NRR staff, the Region and the licensee. The licensee's presentation, which included

discussions by both PECo and General Electric personnel, is summarized in Enclosure 2. The following pertinent points require emphasis
(1) cracked wear rings have been replaced on the affected RHR Pumps and the Region and the licensee have been discussing the timing of the completed wear ring inspection program at Unit 2; (2) suitable long-term wear ring replacement material is currently under review by the licensee and a long term fix is l still under PECo review; and (3) replacement of 24 out of 48 shroud head bolts is currently underway and the licensee's supporting analysis for this replacement activity will be provided to the NRC prior to start up as part of the NRR staff's Unit 3 IGSCC review.

1) THE WEAR RINGS FAILED BY STRESS-ASSISTED CORR 0SION CRACKING WHICH PROPAGATED FROM NUMEROUS SURFACE INDICATIONS
