, COST BENEFICIAL LICENSING ACTIONS SUBMITTAL PLANS FOR PEACH BOTTOM AND LIMERICK On November 3, 1993, a meeting was held in Rockville, Maryland, between the Philadelphia Electric Company (the licensee) and the NRC staff. The licensee requested the meeting to discuss their submittal plans for cost beneficial licensing actions (CBLAs) and to get feedback from the NRC staff. The licensee's presentation pertained to both the Peach Bottom Atomic Power Station and the Limerick Generating Station. Enclosure 1 is a copy of the licensee's presentation and handout. is a list of the meeting attendees.

The meeting began with the licensee presenting the intended purpose of the meeting.

The licensee followed this with an overview of its submittal plans.

The licensee's goal is to increase the capacity factor of its plants by reducing the outage work. The licensee intends to utilize both internally generated ideas and external ideas (from both the NRC and industry) to initiate future CBLAs. The staff stated that it believed that the individual utilities need to improve the way they coordinate their CBLA efforts to prevent duplication of efforts.

The licensee presented the staff with a comprehensive listing of the CBLAs it is considering. The list included Technical Specifications, commitments, exemptions to regulations, rulemaking, and other changes. The staff noted that there were many items on the list that were not normally considered CBLAs. The staff explained that CBLAs now receive a relatively high priority for review. The staff further articulated that facilities should identify CBLAs in their submittals.

The licensee committed to explicitly identify any future CBLAs it submits for NRC approval in order to facilitate the staff's tracking of these issues.

The licensee advised the NRC that they were planning to increase the number of licensing actions submitted.

Certain items on the list contained estimates of cost savings. The staff questioned the licensee's savings estimates. The licensee stated the estimates were from the industry proponent of the particular CBLA.

The staff provided general feedback on numerous CBLA efforts (listed in

' ) that are currently in progress. The staff did not provide feedback on the internally generated CBLAs that the licensee will be submitting in the future. The staff stated that it was not prepared to provide this type of feedback at the meeting and recommended that the licensee approach the NRC project manager with a smaller prioritized listing to obtain feedback on these issues.

At the end of the meeting, members of the public in attendance were invited to ask questions. A representative of the State of Pennsylvania was concerned about a proposed rulemaking (listed in Enclosure 1) that would elininate the submittal of the annual 10 CFR 50.59 report.
