SUBJECT:

PERIODIC DISCUSSION OF LICENSING ACTIVITIES -

On December 1,1992, the NRC staff met with Philadelphia Electric Company I (PEco) representatives at the NRC offices in Rockville, Maryland, to discuss various licensing activities related to the Peach Bottom Atomic Power Station (PBAPS) and the Limerick Generating Station (LGS). Enclosed is a list of meeting participants. Meeting highlights are described in the following summary.

After introductory remarks by the licensee concerning the recent Electrical i Distribution Safety functional Inspection at LGS and PEco activities concerning generic Boiling Water Reactor water level instrument issues, the licensee and NRC staff discussed the status of pending licensing actions. Of particular note were applications for both LGS and PBAPS to extend Technical Specification (TS) surveillance intervals to accommodate' a 24-month fuel cycle. It was noted by the licensee that LGS, Unit 2 is expected to operate until the planned January 1993 refueling outage without exceeding the grace-- ,

period for any current surveillances. The staff informed PEco that it would not be able to meet the licensee recuested March 1993 issue date for the PBAPS -

24-month surveillance interval amencment application. _ PEco committed to verifying their belief that- all 18-month-surveillances necessary for_ operation until the planned September 1993 PBAPS Unit 3 refueling outage had been completed-during a recent forced outage. The staff indicated that continued 3 discussion and review was necessary to ensure that PBAPS Unit 3 did not  ;

operate with surveillances that had passed the due date-grace period. 4 Additional discussions were held on pending LGS relief requests, a pending LGS TS change concerning allowed out of service time for the Residual Heat Removal (RHR) system, a pending PBAPS request to extend the operating license expiration date by reconsidering the years the plant was under construction and a pending PBAPS TS change request concerning installation of Generic Letter 89-16, Hardened Torus Vent (HWV) system. The staff requested that the >

licensee take-action- to modify or withdraw the HWV TS application in the-light of PEco's recent decision to modify the-planned design of the HWV. The staff:

also requested that'PEco take_ action-to modify its PBAPS TS change request that would capture ANSI /ANS 3.1-1981 training standards for its personnel. It ,

was recognized ~by the staff that the ANSI /ANS 3.1 1981 TS change was part of a 1989 commitment _to the State of Pennsylvania, however, the staff requested that the licensee take more decisive action to resolve confilets concerni_ng-the specific wording of the TS pages.

The licensee then presented a discussion of planned future licensing actions for both stations. PECo indicated that both stations will be spplying for license amendments to increase the rated thermal power of the facilities.

PBAPS is expected to submit such an application in July 1994 and LGS is exaected to follow in the fall of 1994. Both facilities will be submitting ot1er supporting licensing actions prior to those' dates. The licensee requested that the staff take steps to plan staff resources for the timely review of power uprate submittals. Other future actions discussed included the adoption of the Improved Standard Technical Specifications by PBAPS, significant service water system upgrades at LGS and an application to rerack the spent fuel pool at LGS.
