Also, a copy of the current POL DPR-22 for the facility is enclosed. The basic differences are:
- 1. I have added: (a) the standard 50.57 findings ("a" thru "g" of the proposed license), and (b) what I see as the Appendix D finding (item "h").

In combining all U 235, when licensees need a gract er two more for fi-den chmabers er monitoring devices than erginally anticipated, th.y can use it without our annending the license. Itaan C is being clarified because two items in the current licanos de not specify limits on quantities . see marginal notes.
- 3. There are other minor things that you will find indicated in the lef t and right hand margins of the proposed license and en the current POL.
I will let you know when we receive the amendment from NSF on the material requirements, sinca this was promised to Togel in a couple of weeks from 10/17/72, I guess we should give it our proart attention.

- a. The application, as amended, complies with the requimments of the Atomic Energy Act of 1954, as amended (the Act), and the regulations of the Commission set forth in 10 CFR Chapter I;
- b. Construction of the Monticello Nuclear Generating Plant, Unit 1, has been substantially completed in conformity with Provisional Construction Permit No. CPPR-31 and the application, as amended, the provisions of the Act, and the rules and regulations of the Commission set forth in 10 CFR Chapter I;
- c. The facility will operate in conformity with the a'pplication, as amended, .
the provisions of the Act, and the rules and regulations of the Commis6 ion;
- d. There is reasonable assurance (i) that the activities authorized by this operating license can be conducted without endangering the health and safet]
of the public, and (ii) that such activities will be conducted in compliance with the rules and regulations of the Commission;
- c. The Northern States Power Company is technically and financially qualified to engage in the activities authorized by this operating license in i .
