SCHEDULE FOR REVIEW 0 L DURATION EXTENSION REQUEST Georgia Power Company (GPC), in the enclosed December 23, 1986 letter, g requested that the staff give a higher priority to its review of GPC's February 28, 1986 request for an extension to the duration of the Operating Licenses for Hatch Units 1 and 2. It requested that the staff approve its proposed extension by March 31, 1987.

Following your October 1,1986 memorandum proposin to delay the review ,

schedule for Hatch until July 1987, (copy enclosed , we informed GPC of our ,

schedule delay (from fall 1986 to late summer 1987 . GPC expressed concern with this schedule and has requested that the review be completed sooner. We t

ask that you consider this request to move the review completion up to March 31, 1987 and inform us as to whether or not this request can be accommodated.

REQUEST TO REVISE FACILITY OPERATING LICENSES PROPOSED EXTENSION OF LICENSE DURATIONS

Gentlemen

1 On February 28, 1986, Georgia Power Company (GPC) filed a request to modify Plant E. I. Hatch's Operating Licenses duration, such that the licenses

! would remain valid for 40 years comencing with the issuance of the operating i license. Included with the request was a thorough analysis of all safety and environmental issues. In addition, since the submittal of the request, GPC has promptly responded to all questions posed by the Nuclear Regulatory Comission (NRC) staff.

1 Based on a discussion with NRC management at a recent, regularly scheduled licensing status meeting, GPC was informed of a likely delay concerning the review and granting of our application to Fall,1987. At the meeting, the NRC staff indicated that they might give the application higher priority if requested by GPC.

Extension of Plant Hatch's Operating Licenses to 40 years will provide substantial benefits to residential and industrial customers in Georgia by providing a reliable and low-cost source of electricity. In addition, a prompt approval of the request for license extension will be particularly beneficial during ongoing generation and budget planning. Consequently, GPC requests that the NRC approve the proposed extension of Plant Hatch license l durations by March 31, 1987.
