I MEMORANDUM FOR: All NRR Project Managers FROM: Frank J. Miraglia Associate Director for Projects Office of Nuclear Reactor Regulation

SUBJECT:

UPDATING THE PROJECT MANAGERS REPORT (PMR) IN ACCORDANCE WITH THE NEW PRIORITY RANKING SYSTEM

Reference:

Memorandum dated April 29, 1988; T. E. Murley to T. T. Martin and F. J. Miraglia The referenced memo established the new priority ranking system for review of HRR licensing actions. This system shall be implemented for all new work requests received after April 29, 1988. This means that priorities for all new work will be established by negotiation with the technical staff as described in the April 29, 1988 memo. However, NRR Project Managers should also prioritize all active licensing actions already in existence on April 29, 1988. Priority detennination for these actions (i.e., the inventory) need not be negotiated with the technical staff. However, when a technical reviewer requests a significant schedular delay, he should submit to the PM a revi:ad route slip which proposes a new date. During the ensuing discussions with the PM and the technical staff, agreement should be reached on both the review priority and the new due date. If the negotiated priority is different from the PM's Tnitial determination, the new priority should be entered into the PMR.

Modifications have recently been made so that the PMR's will now accept the new priority data. All old priority data will be deleted from PMR's to be distributed during the week of May 30, 1988. Project Managers should enter the new priority data for all open licensing actions.

In order to ensure management oversight of the initial prioritization process, Project Directors should collect and review the prioritization data. Project CONTACT:
