SUBJECT:

IMPLEMENTATION OF 10 CFR 50.54(m)(2)(iii), SENIOR REACTOR OPERATOR IN Tl,E CONTROL ROOM

REFERENCE:

hortbern States Power Company Letter from D. Musolf to Director, NPJ;. dated September 29, 1983 n-In the ref erer ced letter, horthern States Power Company (NSP) requested an extension or. the irrplementation date for complying with 10 CFh 50.54(m)(2)(i) and (iii) concerning licensed operator staffing.

In addition, NSF described their plans for meeting the intent of those requirements.

While we accept the basis for the requested extension for imp} ementing those requirments, ve do not believe that the licensees proposed it:plementation schen,e satis fies the j

intent of 10 CFL 50.54(m)(2)(iii); the requirement to have a licensed Senior Reactor Operator in the control room at all times that the reactor is not in cold shutdown.

The proposal provides neither the operators with the support enor the Shift Supe rvisor vith the access inte nded by the rule.

We do not believe that the l2censees proposed niodifications to the Shift Supervisors of fice vill rerult ir. the Shift Supervisor being more aware of the " Pulse" of the facility.

In fact, we believe that those modif2 cations may result in the Shift Supervisor spending less time in the control room.

Eerion 111 also understands that a similiar proposal for extending the boundry of the Control hoom to encompass the Sh:ft Supervisor office is being made by the 'Joledo Edison Company (TECo) f or their Davis-besse plant.

We a re not awa r e that TECe is planning similar modifications for the Shif t Superv2 sors offace.

We also do not believe th2 s plan nieets the intent of 10 CFh 50.54(m)(2 hii2) ior the same reasons.
