The abpve case file was opened on May 25, 1982 as a result of information reported to Region I by Jim PARISI, a news reporter for Radio Station WNLC, New London, Connecticut, who received a telephone call on May 25 from an unidentified male concerning a non-specific allegation regarding "underqualified certified material for earthquake restraint on nuclear piping systems" at Millstone 3.

On May 28, 1982 Messrs. E. BRUNNER and T. ELSASSER informed R. SHEPHERD that J. MATTIA, SRI at Millstone Unit 3, was following up on two items, either one of which might be related to the concerns reported to Mr. PARISI by the anonymous caller.

On November 29, 1982, T. ELSASSER informed R. SHEPHERD that he discussed the status of this case with J. MATTIA on the above date and that there were two non-conforming items regarding the supports on the steam generators at Millstone 3. Mr. ELSASSER said that both the licensee and the NRC are aware of the problems and that the licensee has a code ( ASME) case relief request concerning the two non-conforming items.

Because of the non-specific nature of the allegation reported to Mr. PARISI by the anonymous alleger, it is not possible to determine if the alleger's concerns relate to the non-conforming items mentioned above. In view of the above, GI:RI plans no further action on this matter unless requested to do so by Region I and Case File 1-82-053 is being place in a CLOSED status.
