EN 84-7(A, dated December 7, 1984, notified the Commission of the intent to issue a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of Fifty Thousand Dollars ($50,000) to Commonwealth Edison Company. This action involved a Un't I licensed operator who left his assigned position unattended while the Quad Cities Plant, Unit I was operating at full power. The operator left his position for a period of approximately 15 minutes (without authorization) while he responded to an event that was in progress on the adjacent Unit. During this period, there was no licensed operator at the controls of Unit 1 except when the Unit 1 operator responded to an annunciator on his own Unit.

After consideration of the licensee's response, the staff concluded that the violations did occur and that mitigation of the civil penalty is not warranted.

Accordingly, an Order Imposing a Civil Monetary Penalty in the amount of $50,000 has been issued today. Under the terms of the Order, the licensee may, within 30 days of the date of the Order, pay the civil penalty or request a hearing.
