On June 11,1997, Yawar Faraz and Robert Pierson from the Special Projects Branch, Nuclear Regulatory Commission (NRC) and Charlie Cox, Senior NRC Resident inspector for PORTS, met with the United States Enrichment Corporation (USEC) and the Department of Energy (DOE) at PORTS in Piketon, Ohio, to discuss regulatory issues. NRC discussed the status of planned changes to Part 76 and the status of the staff's Backfit Procedures for i l

the gaseous diffusion plants. USEC and DOE presented the status of High Enriched Uranium (HEU) refeed activities being conducted at PORTS including the defective HEU l cylinder valve replacement issue. USEC presented the status of privatization, certificate amendment requests, closure of Compliance Plan issues, Paducah Gaseous Diffusion Plant I

(PGDP) Seismic upgrade reconsideration and the PGDP and PORTS fire protection system  ;

The Plant Change Request process identified three unreviewed safety questions requiring NRC review and approval prior to field modifications:

The program needs upgrading to increase the formalism to the levels specified in the application commitments and to document the maintenance of Q, AQ-NCS, and other AQ structures, systems, and components.
