SUMMARY
FOR STATUS MEETING WITH U. S. ENRICHMENT CORPORATION On October 1,.1998, the staff from the Office of Nuclear Material Safety and Safeguards, Region lil, and the Department of Energy met with the U. S. Enrichment Corporation (USEC) to discuss the status of activities at the gaseous difnsion plants (GDPs). NRC discussed the status of the Part 76 rulemaking, indicating that the proposed rule change was published in the Federal Reoister on Septertber 15,1998, with th 3 public comment period ending November 16,1998.
USEC discussed the Compliance Plan completion status. USEC indicated that issue 46 for Paducah and issue A4 for Portsmouth were behind schedule and that USEC would be submitting vendment requests to change the e,o dates. USEC also discussed the fact that baset m rei-ts from recent self-assessments and NRC inspection, some Portsmouth issues had not bm adequately completed. USEC committed to send a letter addressing this issue by October 11,1998. USEC stated that it planned a 100 percent self-assessment of the completion of Compliance Plan issues at Portsmouth. No decision had been made for a self-assessment at Paducah.
USEC provided a brio! update of the nuclear criticality safety corrective action plan in place at Portsmouth. USEC had completed 16 tasks and had 10 tasks to finish. USEC indicated that significant improvement in ownership in the field had been observed and that the number of incidents were down.
USEC informed the staff the seismic modifications in the withdrawal buildings at Paducah were I
complete. These modifications were the subject of a Confirmatory Order. USEC also indicated

that the modifications to Building C-331 and C-335 contained in Paducah's Compliance Plan issue 36 were behind schedule and that the due date was not attainable. The due date in the

Compliance Plan is June 30,1999. USEC indicated that some tasks were taking longer than
.Lj planned. USEC planned to bring in Bechtel to conduct an evaluation of the work. NRC l
indicated that it expects USEC to provide information on why the date could not be met, what will be done by the due date, and the risk significance in a timely application to address the need to revise the date.

2 USEC provided an update on the chilled environment activities. USEC indicated that the action plan would be provided to Region 111 in 2 to 4 weeks. USEC also provided an update on the programmatic changes in the corrective actions program, the Portsmouth HEU disposition status, and the AVLIS status. USEC indicated that the AVLIS application was delayed until at least late 1999.
