TRIP REPORT - PORTSMOUTH (PORTS) GDP EMERGENCY EXERCISE l
i Date of Visit:
August 21, 1993 Purpose of Visit: To observe the 411 participation emergency exercise held at.the Portsmouth Giseous Diffusion Plant.
Comments: This exercise allowed me to observe the full participation exercise at Portsmouth GDP. The exercise included participation by PORTS, DOE-Oak Ridge and Headquarters, USEC Portsmouth and Headquarters, Martin Marietta Energy Services (MMES), Martin Marietta Utility Systems (MMUS) and offsite l
response organizations, such as Jackson Fire Department, Ohio Emergency Management Agency, Ohio Environmental Protection Agency and the Pike rounty Sheriff..This was the first exercise that had DOE, USEC, MMES and MMUS

. working together through the emergency scenario.
Participants from these organizations felt that the fact that they where working for different organizations did not hinder their abilities to respond to this emergency scenario.
The exercise scenario depicted a simulated sequence of events, resulting in the mobilization of the PORTS emergency response organization. The scenario included a disabled airplane attempting to land on the road around the perimeter of the plant.
A car appears on the road as the plane is attempting to land and both swerve to miss each other.
The plane clips the top of a perimeter fence light pole and crashes where I-ton chlorine containers are stored. Two of the containers are breached and begin leaking. The Plant Shift Superintendent classifies the accident as a " General Emergency", and the appropriate notifications are made.
Activity was observed at the Incident Command Post for a short while. The l
Incident Commander recommends that the Public Warning Sirens be sounded and i
the Emergency Broadcast System put the " Shelter in Place" message on the air because of the plume that has risen from the breached chlorine containers.

comprised of personnel from DOE, USEC, MMES and MMUS performed overall
' direction and control of PORTS's emergency response effort. A plume model developed by NOAA, HARMS 2, was being used for the chlorine plume. Canned weather data was used. While at the EOC the emergency was downgraded to " Site Area.Emerger,cy."
- After the exercise was terminated Controllers and Evaluators discussed how l
they felt the exercise had gone. The overall consensus was that the exercise l
went well and that all players were taking the exercise seriously. Better communications was an area that could be improved upon.
00E-0R evaluators were there to evaluate the exercise. There were some issues that-they needed to discuss and clarify before they would provide there report
