- USEC SAFETY ANALYSIS REPORT _

UPDATE AND CHAPTER 3 On April 7,1999, Nuclear Regulatory Commission (NRC) staff met with staff from the U.S.

Enrichment Corporation (USEC) at NRC Headquarters in Rockville, Maryland. An agenda for the meeting was provided, Attachment 1, *USEC S ARUP/ CHAPTER 3 Agenda." The meeting participants (Attachment 2) discussed the progress of the Chapter 3,

  • Facility and Process Description," rewrite program including the level of detail appropriate for safety systems, safety-related systems, and non-safety systems. M accordance with an earlier proposed schedule, and specific examples on how the system walkdown criteria was applied. I I

Next on the agenda, was the discussion on the revised approach to the Safety Analysis Report -

update (SARUP) process previously discussed on February 17,1999. The staff reviewed a table of compensatory actions (Attachment 3) that the Paducah and Portsmouth facilities were taking while the SARUP review process was ongoing. Those compensatory actions were to ensure any safety or safety-related system newly identified by the SARUP was able to complete its intended safety function as identified in the SARUP. USEC provided a milestone schedule (Attachment 4), for discussion. The proposed end date for the new submittal for both facilities was the end of July 1999. The final discussion was about whether or not Compliance Plan issue 2, " Update the Application Safety Analysis Report," was required to be reopened and if the Chapter 3 rewrite should be included in the issue or sbrold the NRC staff continue with the amendment request which added the Chapter 3 rewrite as a Certificate Condition. The USEC staff stated their case for not reopening the Compliance Plan issue. The NRC staff stated they would reconsider the issue and if it was determined that reopening the issue was necessary, the NRC staff would notify USEC in writing.
