SUMMARY
FOR STATUS MEETING WITH U.S.
ENRICHMENT CORPORATION On November 5,1997, the staff from the Office of Nuclear Material Safety and Safeguards, Office of the General Counsel, Region lil, and Site Facilities and Security met with the U.S. Enrichment Corporation (USEC), to discuss the status of activities at the gaseous diffusion plants (GDPs). USEC discussed the status of complian:e plan issues, explaining that the seismicity issue was behind schedule. NRC stated plans to complete review of the seismic amendment by the end of November 1997. USEC also provided information on the status of certificate amendment requests. NRC discussed the status of rulernaking to revise the amendment process in Part 76. They also provided USEC with a list of scheduled GDP inspections. NRC agreed to provide USEC with a copy of the Annual Report to Congress regarding the GDPs after it is approved by the Commission and sent to Congress.
USEC discussed the status of the SAR update, explaining that everything except for Chapter 3 was submitted on October 31,1997. They expressed interest in meeting with the staff to discuss the layout for Chapter 3. USEC stated they were still waiting for the Administration to resolve certain issues regarding privatization. USEC explained that they had discussed nuclear criticality safety activity at Portsmouth with staff via telephone and were going to continue to look into NCSAs end NCSEs at both Paducah and Portsmouth.
USEC indicated that the Portsmouth emergency exercise was effective, and that they had compiled a lessons learned from the exercise detailing areas in need of improvement.
USEC agreed to provide the lessons learned to NRC. The agenda, list of attendees, USEC handouts, and GDP inspection schedule are attached.
