On October 9,1997, a predecisional enforcement conference was held with the United States Enrichment Corporation (USEC) and Region ill in the regional office in Lisle, Illinois, to discuss an apparent violation of NRC requirements. Potential compromises of classified material at the Paducah Gaseous Diffusion Plant (GDP) Ir.dicated a possible breakdown in the protection of classified material. The meeting was not upen to the public due to the potential to discuss classified material. Staff from the Department of Energy (DOE) attended along with Lynn Silvious, Division of Facilities.nd Security, and Charles Cox, Special Projects Branch. Attached is the agenda for the meeting and the handout for the USEC presentation. USEC admitted to the violation and identified potential mitigating factors including self identification, thorough corrective actions, and legacy issues contributing to the magnitude of the problem.

INTRODUCTION USEC acknowledges the three instances where uncontrolled classified matter was found outside the Controlled Access Area (CAA) as noted in NRC Inspection lleport 97-007.

To date, we have identilied 3 additional events ol' uncontrolled classilled matter outside the CAA; however, one ol'the events has been subsetinent y determined to not involve classified l

ini'ormation.

We have also identified 18 events inside the CAA which we also consider important to address.

All of these events were self-identitied by lJSliC and immediately reported to NitC as part of our ongoing effort to locate uncontrolled classified matter.

Classified document control at PGI)P is a complex issue that involves both existing program weaknesses and legacy issues which have made identification of classified matter confissing.

We recognize that our ellbris to identify uncontrolled classified matter could have been initiated earlier because of missed opportunities.

As part ol'the " Purge Campaign " a pilot walkdown/veriliention was initiated in the C-331 cascade process building on August 26,1997. Additional searches on plant property inside and outside CAA were subsequently started.
