Submittal of Remediation Plan for the Westinghouse Test Reactor USNRC License Number TR-2, Docket 50-22

2) Westinghouse Letter dated November 27,1996 from A. J. Nardi to USNRC The Westinghouse Electric Corporation hereby submits the attached report entitled " Westinghouse f Test Reactor, TR2, Conceptual DecomWssioning Plan". This report provides a general plan and time 1 schedule for the radiological remediathn of the WTR facility on the Westinghouse Waltz Mill Site which is covered by License Number TR-2. Westinghouse had presented an overall schedule and priorities for the Waltz Mill Sit: G<eference 1) and has submitted the Remediation Plan (Reference 2) for those facilities covered by USNRC License Number SNM-770.

The overall priorities and objectives of this program remain as stated in the referenced letters. 'Ite first priority is to address the soil and groundwater issues so that the site can be removed from the SDMP list, followed by remediation of the SNM-770 retired facilities, and finally to decommission the Westinghouse Test Reactor facility so that the TR-2 license can be terminated.

Since Westinghouse plans to transfer the WTR facility to the SNM-770 license, the decommissioning plan is based on objectives which recognize the ALARA concept along with the intent to continue the use of the facility as licensed operations. The plan provides the objectives, priorities, schedule, and remediation approaches. Note that this plan is not a detailed engineering plan. Additional engineering detail will be defined as specific plans are developed.

The basic concept of the WTR Decommissioning Plan is to:

1. Remove the remaining reactor vessel internal contents, the reactor vessel, and the biological shield.
2. Transfer the remaining residual radioactivity and remaining WTR facilities to the SNM-770 License.
3. Perform an independent verification that the remaining reactor vessel and the biological shield have been removed.
4. Terminate the 3 R-2 License.
