y ENCLOSURE- -i REQUEST FOR ADDITIONAL INFORMATION WESTINGHOUSE TEST REACTOR DOChET NO. 50 22 Please provide the following additionalinformation on the Westinghouse Test Reactor (WTR) Decommissioning Plan (DP).

1. - Provide an operational history of the WTR, including allinformation that could affect planning and safety for decommissioning activities and from which radiological.

Information can be derived. We have reviewed the Characterization Report dated February 1994,'and the report on the WTR Fuel Element Failure of April 3,1960, dated July 7,1960. t

2. Provide a discussion concerning routine events and accidental spills or releases of radioactive material that significantly contributed to contamination levels within or near the facility.
3. ' Provide an environmental report (ER), either as a separate report or as a section of the DP. This report is needed to provide the basis for an environmental assessment of the proposed decommissioning action by the NRC, as required by 10 CFR 51.21. To the extent possible, the content of the ER should follow 10 CFR 51.45. The ER should address the following:

- the collective dose equivalent to workers for the entire dismantling and decomm!ssioning project.

. potential exposures of the public, including the _most exposed person, from

  • radioactive affluents released during the decommissioning activities and radioactive waste shipments.

- anticipated potential exposures of the public after license termination.

4. Provide a detailed discussion of the soil and groundwater issues identified as "first

' priority" in Reference 2, a Westinghouse letter (dated Nov. 27, 1996) from A.J. Nardi

. to USNRC,' Region I.

5. _ . Provide a more complete design _ description of the high-efficiency particulate air (HEPA) liltration/ ventilation system (see p. 2 3).
_6. What is the source of the water in the east test loop dump tank pit (see p. 2-24)?
7. Provide'a description of the water processing system to be used for treating water in the test loop ~ pits (see p. 2 24).

8. Although the HEPA filters in the ventilation system were not telled on for the accident--

-1 analyses described in the DP, their operability is assumed during decommissioning activities within the WTR containment.. Please commit to providing an appropriate i program for testing the efficiency of these filters, both at the time of installation and periodically during the course of the decommissioning effort. Surveillance requirements for this program should be included in the Technical and Environmental Specifications for WTR" during the decommissioning phase.
