Dear Mr. Collins:

By the above referenced letter, the Westinghouse Electric Company, a division of CBS Corporation, requested approval of an application for a license amendment (License Number TR-2, Docket 50-022) to change the name of the Licensee from " Westinghouse Electric Corporation" to " Westinghouse Electric Company, a division of CBS Corporation".

Based upon furthe; discussions with members of the Office of General Counsel, Westinghouse agree'. that the name of the Licensee can be revised instead to "CBS Corporation acting a/ough it's Westinghouse Electric Company Division". No other change to the license is requested.

In support of the application for a license amendment, attached to this letter is an " Analysis of the issue of No Significant Hazards Consideration". We would point out that this is essentially the same Analysis that was submitted with our original request and on which the NRC issued a finding of "No Significant Hazards"(See Federal Register Notice dated

ANALYSIS OF THE ISSUE OF ,

NO SIGNIFICANT HAZARDS CONSIDERATION FOR l NAME CHANGE AMENDMENT OF THE WESTINGHOUSE TEST REACTOR FACILITY LICENSE NUMBER TR-2, DOCKET 50-022 REFERENCE 10 CFR 50.91(a)

The proposed change has been evaluated against the standards of 10 CFR 50.92@ and it has been determined to not involve any significant hazards consideration in that licensed activities in accord with the proposed amendmant:

1) Would not involve a significant increase in the probability orconsequences of an accident previously evaluated.

The proposed amendment will change the name of the Licensee for the Westinghouse Test Reactor ("WTR facility") license, a possession only lic1nse, from " Westinghouse Electric Corporation" to "CBS Corporation acting through it's Westinghouse Electric Company division". This amendment request is necessary because on December 1, 1997 the Westinghouse Electric Corporation changed it's name to the CBS Corporation. There is no change in the financial qualification of the CBS Corporation to hold the WTR facility possession only license.

Furthermore, employees of CBS Corporation within it's Westinghouse Electric Company division (Westinghouse), will be technically qualified to carry out licensed activities. In connection with the name change, current Westinghouse employees responsible for the WTR facility have continued in their same capacity. The proposed amendment does not involve any changes in licensed activities which continue in their current form without any intenuptions of any kind resulting from the name change.

The proposed amendment does not require any physical change to the WTR facility or changes to the Technical Specifications or procedures. The proposed change does increase the probability of an accident previously evaluated because it does not affect any initiators in any of the previously evaluated accidents. The proposed change does not increase the consequence of any accident previously evaluated because it does not affect any of the items on which the consequence depend.

Therefore, the proposed amendment does not involve a significant increase in the probability or consequences of an accident previously evaluated.

2) Would not create the possibility of e new or different kind of accident from any accident previously evaluated.

The proposed amendment does not modify the WTR facility configuration or licensed activities. Thus no new accident initiators are introduced.

3) Would not involve a significant mduction in a margin of safety.

This amendment is necessary because of the change in name that occurred on December 1,1997 from Westinghouse Electric Corporation to CBS Corporation. CBS Corporation continues to be financially qualified to hold the WTR facility possession i ^ty license.

Furthermore, employees of the Westinghouse Electric Company, a division of CBS Corporation (Westinghouse), will be technically qualified to carry out licensed activities.

In connection with the name change, current Westinghouse employees responsible for the WTR facility have continued in their same capacity. The proposed amendment does not involve any changes in licensed activities which continue in their current form without any interruptions of any kind resulting from the name change.

The proposed amendment does not alter any margin of safety because it does not involve any changes in the WTR facility or licensed activities which have continued in there current form without any interruptions of any kind resulting froid the name change.

Therefore, the proposed amendment does not involve a significant reduction in a margin of safety.
