Dear Mr. Dreier:

This letter is to address the concerns raised in your letter of March 18,1999, regarding

our inspection findings at the Westinghouse Test Reactor at Waltz Mill, Pennsylvania

(Report No. 50-22/99-201).

Your understanding of the control of radioactive material from the reactor was correct.

Under NRC License No. TR-2 radioactive effluents were being monitored and controlled by

CBS/ Westinghouse in accordance with our regulations. The inspector verified that the

release of any contaminated waste water from the reactor complied with NRC

requirements for release and confirmed that the licensee understood they also had to

ensure that non-radioactive contaminants satisfied the DEP permit requirements prior to

discharge.

Radioactive material at the Waltz Mill Site is controlled under two different NRC licenses.

The reactor itself under License No. TR-2, Docket No. 050-00022, managed by our staff  ;

here at Headquarters and the rest of the site under Licensee No. SNM 770, Docket lio.

070-00698, managed by Region I staff in King of Prussia, PA. Since inspection l

No. 50-22/99-201 concerned only the reactor, contamination outside the reactor itself

was not within the scope of the inspection. i

We have contacted Mr. Mark Roberts, the Region I project manager for the remediation of

the rest of the Waltz Mill Site under Licensee No. SNM 770, and have forwarded to him a l

copy of your letter. He is aware of your concerns and should be able to provide you with j

the requested information concerning the characterization and removal of the offsite

contamination.

We thank you for bringing to our attention an error in our inspection report mailing list.

We do show that a copy was sent to Mr. James G. Yusko of your agency. Please notify

us if you wish to have our reports sent to a different addressee. I
