Subject: Inspection No. 50-22/93-01

'

An announced inspection of your possession-only program for the Westinghouse Testing Reactor

was conducted on September 13, 1993 by Dr. Robert Bores,' Mr. Thomas Dragoun, and Mr.

Jerome Roth of this office of activities authorized by NRC license No. TR-2. The purposes of

this inspection were to review the current status of the reactor equipment, to discuss plans for

decommissioning, and to acquaint Region-based personnel with your facilities.

Based on this review, we understand that the reactor facility is being characterized as to the

location, quantities, types, and extent of radioactive material in the facility. The data collected

will be used to develop of a decommissioning plan, but no firm schedule for submission of a

plan for the NRC approval has been set. We note that your priority is the development and

implementation of a decommissioning plan for the unused radioactive liquid waste processing

system and waste retention basins held under your special nuclear materials license, and that you

have targeted early 1994 for submission of that plan to the NRC.

Within the scope of this review, no safety concerns or violations were observed. No reply to

this letter is required.
