OF MEETING HELD ON JUNE 22, 1984 TO DISCUSS INTEGRATED LIVING SCHEDULES

BACKGROUND Generic Letter 83-20, dated May 7,1984, was issued to all licensees -

endorsing the concept of establishin'g implementation schedules for new an'd existing requirements which reflect the importance of the safety requirement ~

to the public health and safety and licensee's ability to complete the necessary engineering, evaluation and design. An enclosure .to the 14,tter was an amendment to the Duane Arnold Energy Center (DAEC) operating .l.icense. 2 The amendment incorporated a licensee condition which appr.oved the  : . . ...

This first step towards development of an industry-wide program eskabl'ish realistic schedules for implementation of safety improvements, both .

MEETING

SUMMARY

The meeting was opened and all of the participants were introduced'. A~ copy of the list of attendees is included as enclosure 1. The meeting was requested by FPL and Mr. J. Burford (FPL) briefly discussed the purpose of '

the meeting. The FPL staff is in the early stages of developing a. resource based Living Schedule and requested that the NRC staff provide feddba,ck and insight into methodologies and processess being used and found accepta,ble for establishing priorities and schedules. ,'

Scheduling. The integrated concept is a cooperative effort necessary'.io develop an orderly process for managing plant changes on a realistic basis and thus becomes an effective management tool for optimizing allocation cf.

2-JUL 2 1984 The advantages derived once the methodology and process has been formally approved are appropriate order of priority; integration of all NRC and FPL projects; provisions for changing s'chedules established and; confirmatory Orders relating to schedules and implementation, such as Supplement I to NUREG-0737, would not be necessary.

CONCLUSION The NRC staff indicated that considerable benefits, both for industry and regulators, would result from a joint, good faith effort. Some of the '

methodologies that could be considered for establishing prio'tities and integrating efforts are engineering judgement, analytic hearchy, risk based cost-cenefit analysis or combinations of these. The staff further indicated that they would work with FPL in the selection, refinement and implementation of the methodology best suited for the Turkey Point Plant for

, establishing priorities and integrating existing and new efforts.
