i INTRODUCTION l This 1996 Environmental Operating Report for the North Anna Power Station is submitted by Virginia Electric and Power Company I as required under Section 5.4.1 of Appendix B, Environmental ,

Protection Plan (EPP). The objectives of the EPP are to verify j that the power station is operated in an environmentally acceptable  !

i manner, to coordinate NRC requirements, maintain consistency with l t

other federal, state and local requirements, and to keep the NRC ,

informed of the environmental effects of facility construction and  !

operation. During 1996, no significant adverse environmental i f

impact occurred as a result of the operation of North Anna Power Station, Units 1 and 2. Aquatic issues are addressed in the J licensee's VPDES permit number VA 0052451 issued by the Virginia )

J State Water Control Board. The VPDES permitting program is administered by the Department of Environmental Quality-Water Division and the NRC relies on this agency for regulation of matters involving water quality and aquatic biota.

Listed below are the summaries and reports as required under Section 5.4.1 of the EPP.

PLANT DESIGN AND OPERATION (SECTION 3.1) j i

There were no changes in station design and operation proposed  !

in 1996 that involved a potentially significant unreviewed i environmental issue.

F EROSION CONTROL INSPECTION - SITE (SECTION 4.2.2.1) j An on-site erosion control inspection was performed at North Anna Power Station by the Civil / Design Engineering Department' j beginning November 4, 1996 and ending on December 16, 1996, according to Periodic Test Procedures 1-PT-9.3, Erosion Control Inspection - Station Site. Erosion was minor or non-existent in most areas, however, three areas were determined to require remedial attention. Some erosion was noted beside the road below the former in-processing center, this ditch was filled in and covered with asphalt. The concrete downcommer along the East side of the old Unit Three intake was noted to have fallen in. The concrete was removed, new fill compacted and the area covered with a geomembrane. A concrete curb was constructed above this area and tied into existing curbs on either end to prevent future erosion.

Some new erosion was noted in the borrow pit area, erosion ditches were filled in and the existing straw bale / fabric siltation fence was restored.

EROSION AND SEDIMENT CONTROL PROGRAM - CORRIDOR RIGHTS-OF-WAY (SECTION 4.2.2.2)

Erosion inspections were made on the following corridor g rights-of-way during 1996: North Anna - Midlothian; North Anna -

Morrisville; North Anna - Gordonsville; and North Anna - Ladysmith.

A NONCONPLIANCE (SECTION 5.4.1)

There'were~no Environmental Protection Plan occurrences of noncompliance during 1996.

NONROUTINE REPORTS (SECTION 5.4.2) '

i There was one nonroutine event during 1996 which resulted in i

three VFDES exceptions. This event was the result of a Unit 1 reactor trip previously reported in LER Report No.50-338/96-005-00.

The cover letter for the Discharge Monitoring Reports (DMR's) for that month and the applicable DMR are attached (pages 4-6).

This report is required by and prepared specifically for the Virginia Department of Environmental Quality. It represents truly, accurately, and completely the observed results of measurements and analyses required by the State to be performed and submitted, but only such results. It is not intended as an assertion of the accuracy of any instrument, reading or analytical result, nor is it an endorsement of the suitability of any analytical or measurement procedure.

The following information is presented as required by part II, Section F.2. of VPDES permit No. VA0052451 concerning outfall 013.

The turbine building sump high-volume sump pumps were utilized for a total of eleven minutes between 1130 hours0.0131 days <br />0.314 hours <br />0.00187 weeks <br />4.29965e-4 months <br /> and 1300 hours0.015 days <br />0.361 hours <br />0.00215 weeks <br />4.9465e-4 months <br /> on August 27, 1996 in response to turbine building sump high levels. i Approximately 9,900 gallons of water was discharged through outfall I 013, the permitted outfall for these pumps. Samples were taken as required (at 1206 hours0.014 days <br />0.335 hours <br />0.00199 weeks <br />4.58883e-4 months <br />) with the following results outside of permit limits: pH -- 9.13 SU, and oil and grease -- 24.6 mg/L (see j

, DMR for outfall 013). The turbine building sumps normally '

discharge through outfall 104 after being processed through an oil separator with pH taken at the end of the discharge canal.

The turbine building sump high levels were a result of a Unit i reactor trip and subsequent malfunction of several relief valves to reseat properly, increasing the amount of leak-by water into the sumps. This is the first time these pumps have been used in more than five years and their future use is neither planned nor anticipated. All mechanical problems with the relief valves have been corrected and future problems of this magnitude are not anticipated.
