I Enclosed are 4 copies of the " Robert E. Ginna Nuclear Power Plant Security Plan " Revision A dated May 1, 1991. The revised Plan is being submitted under the provisions of 10CFR50.54(p) as it does i not degrade the security of the plant. l This revision is a rewrite of the Plan using a format compatible  ;

with NUREG-0908 " Acceptance Criteria for the Evaluation of Nuclear 1 Power Reactor Security Plans." This of fort was in response to U.S. l Nuclear Regulatory Commission suggestions, and statements in NRC l Inspection Report 50-244/89-08.

Important features of the new Plan are that it does not degrade security, clarifies RG&E planning and eliminates redundancy in the Plan. This submittal includes a Cross Reference Matrix which demonstrates the relationship of the paragraphs in Revision A to those in the previous Plan to facilitate NRC review. To further facilitate NRC review, changes are described in a Synopsis of Changes and highlighted by side-bars.

RG&E is prepared to attend a meeting at NRC Region I officco to discuss this Plan change.

The enclosures to this letter contain Safeguards Information which should be protected from public disclosure per Part 73.21 Code of Federal Regulations.
