Dear Sir PROPOSED GENERIC COMMUNICATION SUPPLEMENT 5 TO GENERIC LETTER 88-20 "lNDIVIDUAL PLANT EXAMINATION OF EXTERNAL EVENTS (IPEEE) FOR SEVERE ACCIDENT VULNERABILITIES" In the January 30,1995 Federal Register, the NRC announced that it is proposing to issue Supplement 5 to Generic Letter 88-20, " Individual Plant Examination of External Events (IPEEE) for Severe Accident Vulnerabilities."

This draft generic letter supplement notifies addressees about proposed modifications in the seismic IPEEE scope for the focused-scope and full-scope plants and provides guidance to licensees who wish to voluntarily modify their 4

previously committed seismic IPEEE programs.

Virginia Power encourages the NRC's efforts to solicit industry advice and recommendations in developing this proposed generic letter supplement.

Virginia Power has one comment concerning the hazards results that are required to be used by the proposed generic letter supplement.

The proposed generic letter supplement should indicate that the licensees are allowed to use the Lawrence Livermore National Laboratory (LLNL) hazard results of NUREG-1488, " Revised Livermore Seismic Hazard Estimates for 69 Nuclear Power Plant Sites East of the Rocky Mountains," April 1994, instead of

' NUREG/CR-5250, " Seismic Hazard Characterization of 69 Nuclear Power Plant Sites East of the Rocky Mountains," January 1989, which was specified in

, Supplement 4 to Generic Letter 88-20. This is consistent with the intent of the proposed generic letter supplement, since the proposed generic letter supplement was based on the 1994 LLNL hazards results. We also endorse the comments submitted separately on this issue by the Nuclear Energy j Institute.  !
