COMMENTS ON DRAFT INSPECTION PROCEDURE COMMERCIAL GRADE PROCUREMENT AND DEDICATION Virginia Power attended the public workshop and has reviewed the Nuclear Regulatory Commission (NRC) draft inspection procedure on commercial grade procurement and dedication activities. We support the NRC initiative to de-emphasize programmatic team inspections of the dedication process and instead focus on olant specific inspection only when there is direct evidence that weaknesses in the procureinent process contributed to a plant event or significant equipment failure, or programmatic procurement problems exist at a particular plant.
We endorse the NUMARC comments sent separately to the NRC and submit the attached additional comments for your consideration in the formulation of future inspection guidelines.

ATTACHMENT COMMENTS CONCERNING DRAFT INSPECTION PROCEDURE COMMERCIAL GRADE PROCUREMENT AND DEDICATION 1.
The draft inspection procodure is designed to be used by regional inspection personnel not previously involved in commercial grade inspection issues. In order to ensure consistency, NRC should provide adequate training to inspectors before using this module.

The inspection module (for example Section 3.03) should be revised to eliminate wording that suggests a requirement for QA personnel to be in-line to the process, or for engineering to be involved in purchase order approval.

Section 6a should also be clarified to state that verification of Certified Material Test Reports or Certificate of Compliances are not required if these documents are not relied upon to verify a critical characteristic.
