REQUEST FOR PUBLIC COMMENTS REGARDING REVIEW OF REVISED NRC SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE {SALP) PROGRAM Virginia Power has reviewed the request for public comments regarding review of the revised NRC Systematic Assessment of Licensee Performance (SALP) Program and offers the following general comments.

We appreciate that the NRC's process to assess licensee performance continues to evolve. Such an evolution, whicjl has taken the review of licensee performance from 11 categories to 7 categories to the current 4 categories, is appropriate in terms of modifying the assessment process as changing circumstances dictate. We believe that the current 4 categories capture the essence of licensee activities with regard to performance assessment. Relative to SALP documentation, the shorter, more focused SALP reports are seen as an improvement. We are also in agreement with the NRC's variation in length of SALP period based on level of performance. In summary, we view the current SALP Program favorably. Regarding the NRC's implementation of the SALP Program, we believe the process has been fair, objective, and conducted in a professional manner.
