Enclosure 1 PG&E Letter DCL-02-1 11 AUGUST 2002, OPERATION SUMMARIES DIABLO CANYON POWER PLANT UNITS I AND 2 Summary of Unit 1 Operation Unit 1 began August in Mode 1 (Power Operation) at approximately 100 percent power.

However, high vibrations on the main generator current transformer (CT) continued during the month. On August 6, 2002, operators reduced power to approximately 83 percent due to high CT vibration. Management initiated plans to take the generator off-line over the weekend to perform corrective action. On August 9, 2002, operators reduced power from 100 percent due to high CT vibration. On August 10, 2002, operators manually took the unit off-line while maintaining the reactor in Mode 1 at approximately 15 percent power. After a balance shot was installed, operators paralleled the unit to the grid and increased power. On August 11, 2002, after reaching approximately 97 percent power, CT vibration again exceeded limits forcing operators to reduce power and manually take the unit off-line while maintaining the reactor in Mode 1 at approximately 15 percent power. On August 12, 2002, operators paralleled the unit to the grid and increased power. High CT vibrations continued to prevent the operators from maintaining the unit at 100 percent power. On August 23, operators reduced power from approximately 92 percent due to high CT vibration. On August 24, 2002, operators manually took the unit off-line while maintaining the reactor in Mode 1 at approximately 15 percent power. On August 24, 2002, after completing maintenance, operators paralleled the unit to the grid and increased power. Unit 1 ended the month in Mode 1 at approximately 98 percent power, which is the threshold to limit CT vibration.

Summary of Unit 2 Operation Unit 2 remained in Mode 1 at approximately 100 percent power during August. On August 19, 2002, a ground was identified on a power cable supplying a Component Cooling Water (CCW) pump. Troubleshooting, cable replacement, and testing could not be completed within the technical specification completion time of 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />. A technical specification required shutdown was avoided when the NRC granted a Notice of Enforcement Discretion in response to PG&E letter DCL-02-1 00, "Request for Enforcement Discretion Regarding Compliance with Technical Specification 3.7.7, Vital CCW System." On August 23, 2002, after completing the cable replacement and testing, the CCW pump was returned to service.

Actuations of Safety or Pressurizer Power Operated Relief Valves There were no challenges to the pressurizer power operated relief valves, pressurizer safety valves, or steam generator safety valves.
