Enclosure 1 PG&E Letter DCL-03-001 DECEMBER 2002, OPERATION SUMMARIES DIABLO CANYON POWER PLANT UNITS 1 AND 2 Summary of Unit I Operation Unit 1 began December in Mode 5 (Cold Shutdown) to complete main generator rotor replacement. On December 11, 2002, Unit 1 entered Mode 1 (Power Operation) and on December 12, operators paralleled the main generator to the grid. On December 14, operators completed the ramp to 100 percent power. On December 16, operators began ramping to less than 25 percent power due to a forecast for high ocean swells.

Operators reduced power to approximately 15 percent and separated the main generator from the grid due to high turbine bearing vibrations and to perform a balance shot. On December 17, operators paralleled the generator to the grid and on December 18, the ramp to 100 percent power was completed. Unit I remained at 100 percent power for the remainder of the month.

Summary of Unit 2 Operation Unit 2 began December in Mode 1 at approximately 100 percent power. On December 16, operators ramped the unit to less than 25 percent power due to high ocean swell forecasts. On December 17, after swells began to diminish, operators began the ramp to full power. On December 17, with Unit 2 at 67 percent power, operators began to ramp down to approximately 50 percent power to clean the condenser tubesheets. On December 18, after cleaning the tubesheets, operators began ramping to full power and Unit 2 reached 100 percent power on December 19, 2002. Unit 2 remained at 100 percent power for the remainder of the month.

Actuations of Safety or Pressurizer Power Operated Relief Valves There were no challenges to the pressurizer power operated relief valves, pressurizer safety valves, or steam generator safety valves.

DOWN 2 COMMENTS 3 021020 S 266.3 A 4 Unit 1 entered a planned mid-cycle shutdown in October to investigate generator vibrations. The rotor was replaced, thus extending the outage.

021216 F 11.2 B After Unit 1 was curtailed due to high ocean swells, operators took the unit off-line to perform a balance shot due to bearing vibrations. The reactor remained in Mode 1 at approximately 15 percent power.

Therefore, this event is counted for the "duration" off-line but not as a reactor shutdown.
