& Q LONG ISLAND LIGHTING CO. w a NYSEG 1 & 2, New Haven, New York m The Oswego County Farm 3ureau does herewith petition for leave to intervene in behalf of the members of the Oswego County Farm Bureau in this proceeding pursuant to Section 189 of the Atomic Energy Act of 1954, as amended, Sections 5 & 6 of the ,

Administrative Procedure Act, as amended, and Section 2.714 of the Atomic Energy Conmission Rules of Practice.

1. The Oswego County Farm Bureau is an incorporated organization of farmers and agribusinessmen residing in the County of Oswego, State of New York. The Oswego County Farm Bureau is a non-governmental, volunteer organization financed and controlled by the member families for the purpose of analyzing economic and public problems of agriculture and formulating action to achieve economic opportunity.
2. Since its formation in 1955, the Oswego County Farm Bureau has actively sought to promote an economically and environmentally sound climate for the agricultural interests in the County of Oswego.

2 the acquisition, exploitation and degradation of our county lands by public utilities (including the Applicant) for the purpose of generating electric power to be transmitted outside of, and consumed by others than the residents of Oswego Ccunty, our member families of the Farm Bureau view the allowance of any additional generating facilities in the county to be a serious threat to their livelihoods.

3 The member families of the Oswego County Farm Eureau reside, variously, in township, village, and/or city in Oswego County. All are real property owners either actively engagad in farming and/or agribusiness.

4 All of the aforementioned members may be affected by this proceeding. The petitioner's interests include, but are not limited to, a) the taking of Agricultural lands for these facilities (NYSEG 1 & 2). -

b) the ' v.ct of the increased levels of low-level radiation in the county from the addition of two (2) more nuclear facilities and the possible detrimental effects of su ch upon the value and marketability of their farm products.

c) the increased probability of a nuclear accident with the additional plants (NYSEG 1 & 2) and the adverse effect of such on agriculture.

d) the hindrance to agriculture created by the high voltage transmission lines required, as stated in the application, to be located in part on agricultural lands.

e) the impact upon agriculture to be created by the increased level of moisture in the atmospherc )tht'a97 to the cooling towers of the proposed plants (NYSEG 1 d g 452 098

. - 3 5 All of the aforementioned interests of the petitioners may be affected by this proceeding. The petitioner's interests, by the very nature of their livelinoods will be adversely affected by the proposed NYSEG 1 & 2 facilities unless all said issues are fully explored and soundly resolved.

6. Petitioners should be permitted to intervene since they have a statutory right to intervene under the Atomic Energy Act, as amended, and under the Administrative Procedure Act, as amended, since their farm businesses (as well as the health and safety of their families) whose interests they seek to represent may be adversely affected by the results of this proceeding and since their Laterests in environmental values which petitioners seek to represent may also be adversely affected.

Wherefore Petitioners respectfully request that within petition to intervene be granted, in all respects.
