DONALD C. COOK NUCLEAR PLANT, UNITS 1 AND 2ISSUANCE OF RENEWED FACILITY OPERATING LICENSE NOS. DPR-58 AND DPR-74

Dear Mr. Nazar:

The U.S. Nuclear Regulatory Commission (NRC) has issued Renewed Facility Operating License Nos. DPR-58 and DPR-74 for the Donald C. Cook Nuclear Plant (CNP), Units 1 and 2.

NRC issued the renewed facility operating licenses based on our review of your application dated October 31, 2003, as supplemented by letters submitted to the NRC through March 24, 2005. The Technical Specifications (TS) for CNP were not amended as a result of our review. contains Renewed Facility Operating License No. DPR-58 (the renewed license for CNP, Unit 1) with two attachmentsAppendix A, Technical Specifications (which are the newly-issued Improved Technical Specifications), and Appendix B, Environmental Technical Specifications. contains Renewed Facility Operating License No. DPR-74 (the renewed license for CNP, Unit 2) with three attachmentsPreoperational Tests, Startup Tests and Other Items Which Must Be Completed Prior to Proceeding to Succeeding Operational Modes, Appendix A, Technical Specifications, and Appendix B, Environmental Technical Specifications.

The Improved Technical Specifications (ITS) will become the governing Technical Specifications (TS) for CNP, Units 1 and 2, upon the date of implementation of the ITS for each unit, but no later than October 31, 2005. Until CNP completes the implementation of the ITS, the Current Technical Specifications (CTS) shall remain in effect, and Units 1 and 2 shall be operated in accordance with the requirements of the CTS. If there is an amendment to the TS for either unit before the implementation of the ITS is complete, the amendment will apply to both the CTS and the ITS.

Renewed Facility Operating License No. DPR-58 (the renewed license for CNP, Unit 1) expires at midnight October 25, 2034. Renewed Facility Operating License No. DPR-74 (the renewed license for CNP, Unit 2) expires at midnight December 23, 2037.

The technical basis for issuing the renewed licenses is set forth in NUREG-1831, Safety Evaluation Report Related to the License Renewal of the Donald C. Cook Nuclear Plant, Units 1 and 2, dated July 2005. The results of the environmental reviews related to the

DPR-58 AND DPR-74 FOR AN ADDITIONAL 20-YEAR PERIOD DOCKET NOS. 50-315 AND 50-316 Notice is hereby given that the U.S. Nuclear Regulatory Commission (NRC or the Commission) has issued Renewed Facility Operating License Nos. DPR-58 and DPR-74 to Indiana Michigan Power Company (licensee), the operator of the Donald C. Cook Nuclear Plant (CNP), Units 1 and 2. Renewed Facility Operating License No. DPR-58 authorizes operation of CNP, Unit 1, by the licensee at reactor core power levels not in excess of 3304 megawatts thermal, respectively in accordance with the provisions of the CNP renewed license and its Technical Specifications. Renewed Facility Operating License No. DPR-74 authorizes operation of CNP, Unit 2, by the licensee at reactor core power levels not in excess of 3468 megawatts thermal, respectively in accordance with the provisions of the CNP renewed license and its Technical Specifications.

CNP Units 1 and 2 are Pressure Water Reactors located in Bridgman, Michigan.

The licensees application for the renewed license complied with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commissions regulations. As required by the Act and the Commissions regulations in 10 CFR Chapter 1, the Commission has made appropriate findings, which are set forth in each license. Prior public notice of the action involving the proposed issuance of the renewed license and of an

opportunity for a hearing regarding the proposed issuance of the renewed license was published in the Federal Register on December 10, 2003 (68 FR 68956).
