Pursuant to the Board's Order (Setting New Date for Prehearing Conference and for Related Filings), June 4, 1982, please find enclosed the responses of Applicants Carolina Power & Light Company and North Carolina Eastern Municipal Power Agency (please note the change in the name of the former Power Agency No. 3) to supplemental petitions for leave to intervene by Mr. Wells Eddleman, Chapel Hill Anti-Nuclear Group Effort and Environmental Law Project, Conser-vation Council of North Carolina, Kudzu Alliance, Ms. Phyllis Lotchin, and Richard D. Wilson, M.D. Applicants have not responded to the supplemental petition by Citizens Against Nuclear Power in recognition of the opportunity extended by the Board's Order for that petitioner to file contentions on or before June 30, 1982.

We have organized the responses in such a manner, however, that the Board should first review Applicants' response to Mr. Eddleman's petition. Virtually every subject raised in the contentions of the other petitioners is included in the Eddleman petition. Consequently, where it was appropriate to include an introductory or background discussion of the law and factual circumstances surrounding a particular topic addressed by a number of petitioners, that discussion generally appears in Applicants' response to the Eddleman petition, to which the other responses refer. In particular, your attention is called to Applicants' discussion of the general legal requirements for the admission of contentions, which appears in the Eddleman response.
