AMENDMENT TO OPERATING LICENSES DPR-32 AND DPR-37 SURRY POWER STATION UNIT NOS. 1 AND 2 SUPPLEMENT TO PROPOSED TECHNICAL SPECIFICATION CHANGE In our letter dated September 21, 1981 (Serial No. 551) and supplemental letter dated April 13, 1982 (Serial No. 207), the Virginia Electric and Power Company requested an amendment, in the form of changes to the Technical Specifications, to Operating Licenses DPR-32 and DPR-37 for the Surry Power Station, Unit Nos. 1 and 2. The proposed changes pertained to fire protection systems. A supplement to the proposed change is enclosed.

The proposed changes delete the reporting requirements from Specification 3.21 as requested by the Nuclear Regulatory Commission. Also, the format of Specification 3. 21 has been revised to match the existing Surry Technical Specification format to improve useability of the section. The pro:e.osed changes are administrative in nature and do not pose any danger to the safe operation of the plant and/or public safety.

This request has been reviewed and. approved by the Surry Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control Staff.

It has been determined that this request does not pose an unreviewed safety question as defined in 10 CFR 50.59 or a significant hazards consideration as defined in 10 CFR 50.92.
