Dear Chairman Hendrie and Commissioners:

& Applications Nos. XCOM 0013 and XSNM0 1471 I urge the Comission to hold hearings on the health, safety and environmental issues posed by the proposed export of a nuclear reactor to the Philippines.

I understand that the Commission will hold hearings in the near future to determine whether it has jurisdiction in this regard, and I write to state my conviction that it is, indeed, within the propoer scope of your duties to undertake this investigation.

As you are aware, there are over 33,000 Americans at two military installations within the vicinity of the proposed reactor site on the Bataan peninsula, a factor that argues substantially for your involvement. On a wider basis, how-ever, the fallout,from any substantial nuclear mishap at a nuclear facility has the potential for damage on such a large scale as to affect not only the country in which the facility is housed but also other countries, including own own. This potential may be particularly great for a reactor that wculd sit on the very edge of a major oceari. 1 Under the circumstances, exercising the widest possible discretion to protect the health and safety of the citizens of this country would seem the prudent ,

course. Given the very substantive questions that have been raised regarding  ;
