Wo, citizens of Australia, are deeply concerned about the nuclear power plant being built by Westinghouse International at Moreng, Bataan in the Philippines.

We have learned that grave problems acccmpany the nuclear plant:

(1) the site is geologically unstable (2) the design has not undergone extensive review (3) the question of radio-active waste is still unanswered (4) the quality of construction is reportedly substandard and is causing social displacement of people (5) Its operation will not be economically viable and the energy generated will not benefit the majority of the people.

Since Australia has promised to supply uranium for this nuclear power plant, we feel a comon responsibility for whatever negative ef fects the nuclear plant will Cause.

We, therefore, see the move for a moratorium on nuclear power as laudable and worthy Eupport. We support the ef forts of the Filipino people to raise serious questions regarding the ef fect of the nuclear power industr on the safety of their countrymen and on the development of their country.

In view of this, we stand behind the Petition for Leave to Intervene and Request for Hearing (No. XSN'iG-1471) filed by the Center for Development Policy, J.N. Perlas 111, and the Philippine Movement for Environmental Protection which calls for an intensive review and public hearing of all issues pertaining to the Philippine nuclear power plant.
