Dear Mr. Grier:

This letter provides notification of Reportable Occurrence 80-26 pursuant to the requirteents of Hillstone Unit 2 Appendix A Technical Specf ficatioss Lection 6.9.1.8.1. The report concerns the discovery of conditic% not specificaTTy considered in the SAR or Technical Specifica'.fons that require rcredtal action or corrective reasures to ;rever t the existence or developcent of an unsafe cortdition.

As a result of the engineering investigation of rainwater inteakage to the Auxiliary Building during the storm of July 29,1980 it has been determined that the water seal for the piping penetrations in the Refueling Water Storage Tank pipe tunnel does not peet the design reruired by Technical specification 5.1.3. A plugged yard .

stons drai n caused a water backup and the centioned inieakage resulted in approximately eighteen inches of standing water in the lower level of the Auxfif ary Bufiding. No safety related equipment was Jeopardized.

Repatrs and/or modifications to the water seal are being evaluated and wiTT be cts:rpieted as soon as possible. Interim instructions have been provided to monitor the storm drains and Tower Auxiliary

Buildtng levels during future rain storms.
