Dear Sir:

This letter provides information required by Millstone Unit'2 Technical Specification 3.3.3.1 Table 3.3-6 Action 17 and constitutes a Special Report required by that specification.

During the recent calibration of the high range Unit 2 stack radiation monitor,-RM-8.168, the 7 day' time allowed by the action statement was-exceeded. The radiation monitor was removed from. service at 1000 on 1-2-90 and:the action ~ requirements of Table 3.3-6, Action 17 were complied with.

During the calibration activities the following problems with the gaseous

< monitoring portions!of the monitor were identified which caused the 7_ day

' time to:be exceeded.

1. :The check source of the detector in channel number 1- would not operate
properly.
2. The: display _ module in both the local and Control Room components were not functioning properly.

-These._ problems were resolved and the radiation monitor was returned to service on 1-12-90.

f This component.also functions to provide particulate sampling capability.

This' sampling. capability is required by Technical Specification 6.18. The following information is provided on the status of the particulate sampling capability of the monitor. The monitor contains 3 channels that allow the collection of particulate samples. One detector channel of the particulate sample monitoring function was identified during the calibration acrivities to be outside of the calibration acceptance criteria but in the conservative direction.

[i It was-not possible to replace the detector at that time due to the lack of

- a replacement detector. ~ The current. condition of the particulate sampling i function of the radiation monitor has been evaluated and found acceptable as:

.left.- The replacement detector, on order since November 1989,~has,been expedited with the vendor land is expected to be available during the first-T week of February. When available, the detector will'be replaced and' recalibrated.
