I IDENTIFICATION OF PETITIONERS AND THEIR INTERESTS TO BE AFFECTED A. Saginaw Valley Nuclear Study Group

Saginaw Valley Nuclear Study Group is an unincorporated association comprised of citizens and residents of Michigan and comprised of organizations whose membership includes residents of Michigan and resider.ts of states other than Michigan, all of whom are interested in the dissemination of information and stimulation of public awareness and involvement in the study of nuclear power. educational base, this petitioner is also pledged and committed to prevent the unsafe and unbridled use of nuclear power particularly when such uso does not result from the most officient accommodation betwcon all available power sources and man and his environment. This petitioner has analyzed

utu studied, to the extent information has been made available, the proposed Midland Plant Units 1 and 2 (" Midland Plants"), and is concerned, as set forth in more specific deta". below, that the construction and operation of the Midland Plants will result in an unsafe and inefficient exercise of the use of atomie energy, will create deleterious and adverse offects upon the City of Alialanil, Alichigan and elsewhere, will contribute to ar.d create adverse environmental effects which can be avoided, and will result in irretrievabic and irreversible commitments of natural ~and other resources which, consider-ing all of the alternatives and circumst:mecs, ircluding the alleged need for elet trical power, would not be advantageous.
2. In addition to its educational and c,ther goals and interests descril:ed above, the Saginaw Valley Nuclear Study Group, by virtue of its individual members, the original of which are citizens and residents of Midland, Michigan, are concerned about the imposition of a nuclear plant, or plants, essentially situated within the heart of a small community. Such

' concerns include not only nuclear and radiological safety but also include a humanistic concern about the siting of two nuclear power plants in a manner which is contrary to reason, logic, tne criteria promulgated by the Atomic Energy Commission and the standards of the National 2nvironmental Policy l Act.

3. The Saginaw Valley Nuclear Study Group's interests will be adversely affected by the issuance of a construction permit for the Midland i

4. Michigan Citizens is a group of citizens who reside in what is commonly known as the Tri-City area. The 'Iri-City area is comprised c' The ircatar metropolitan area of Midland, Saginaw ar.d Bay City, Michigan.

Michigna Citizens are employees, farmers, worxers, students, educators, home owners, apartment dwellers, businessmen and professionals of all discipliacs, all of whom have an abiding interest in the continued growth and developinent of the greater metropolitan Tri-City area. These citizens are concerned, as more specifically set forth below, that their life styles, their occupations, and tacir investments, both emotional and financial, will be threatened by the construction and operation of the proposed plants at Midland.

Bechtcl Corporation has had a recent history of being unaw ..d.x;uately to h:mdle quality assurance and quality control in the ec.n:r.:eLion of a pressurized water reactor which is equal ;o but onc of tha w/o 1.=.s proposed at Midland. The public roccrd in the Palisados proceeding indicates that Dcchtel Corporation had " shoddy work practices" and was guilty many times of " flagrant violations of established rules and quali;y control procedures." In light of Bechtc1's performance in the Pali:<.da Phnt, petitioncrs are concerned that if Bochtel :'ollows a similar shoddy c,uality assurance prc;; ram at Midland, it will ultim.ltcly affect the saicty of the plants as designed and constructed.

Pctitioners are further concerned about Applicant's technical respca .hility as well as its competcuce in overviewing any failurcs of Babcock and Wr.cox nnd Bechtel in the courso of the designing and construction of the Midh.c.d Plants.
