AFFIDAVIT OF GARY B. STALEY I, Gary B. Staley, being duly sworn, state as follows:
1.
I am employed by the U.S. Nuclear Regulatory Commission as a hydraulic engineer in the Engineering Branch, Division of Pressurized Water Reactors Licensing B.

My responsibilities include environmental evaluation related to 4
l license applications.
3.
In that capacity, I visited the Midland site on October 15-16, 1986, and subsequently prepared an " Inspection and Evaluation of the Midland Energy Center for Adequacy of the Stabilization Plan."
This report was distributed to the Licensing Board and the parties to the Op-erating License proceeding on November 14, 1986.
4.
In a Memorandum and Order of December 3,1986, the Licensing Board posed three questions related to the termination of the Operating License proceeding and directed the Staff to answer them as appropriate.
5.
I prepared the Staff's answers to the Licensing Board's questions.
